2080Ti FTW3 Ultra stick in low rez default 1fps error.

The system (below) was working fine until I powered it back up last night. A number of the drivers had been uninstalled on their own after looking into it some. I reinstalled the latest driver and did a clean install. The issue still continues and I get some artifacts flash on boot up. It does this on OC and normal BIOS. After checking everything I could think of I put the 2080Ti in my sons computer (below). The card worked flawlessly. I then used my 240hz monitor with his and it again worked perfectly set to 240hz. I played a game on it to make sure.
 
I install his 1070 in my computer and I still get the issue at first. When I went into display settings it suddenly flashed my screen and set the resolution to 1920x1080. Before it flashed it still showed the low res default setting. After it automatically reset itself everything worked fine. I played a game in it to be sure.
 
I then put my sons computer back together with his 1070 and it still worked fine. I put my 2080Ti back in mine and on boot up I can see it is not working again as the artifacts are back. I am not sure where the issue really lies at this point. I have uninstalled and reinstalled all the drives a number of times. I just updated again to a driver released today with no improvement.
 
Independently everything seems to work fine. But with my hardware connected together I now have an issue. I looked into the error code I get and I do not have the software on my PC that NVIDIA says causes issues. Below will be a number of screen shots with info.

    Your card works in the second PC ---> its Not the GPU then
     
    Seems to be your OS is hosed or your MB is not seeing the card correctly.
     
    Drivers should Not disappear on reboot  

    Makes me think Win 10 tried to push an update or you have malware on your PC
     
    Confirm GPU is full installed & lock into PCIe slot --> Remove power Plug First as MB always has power even when you turn Windows "Off"
     
    Confirm PCIe plugs are fully seated on both ends if modular PSU ---> Are you running 2 separate PCIe power cords to GPU ?  Have spare PCIe cords to test with - replace the ones you are using & try different PSU outputs if available

    I actually have no idea what this could be.. however, these are the things I'd check:
     
    1. Put the 2080Ti into your sons machine and see if the problem follows to his machine I missed that you already did that
    2. Flash newest Motherboard BIOS (just to be sure... yes i know it WAS working but it's still worth a shot)
    3. Use Display Driver Uninstaller (while in safe mode) to remove any/all remnants of nvidia drivers that may be left over, reinstall using newest drivers from nvidia (or possibly the last known-stable driver you had) - yes I know you've reinstalled drivers but using the clean installation from Nvidia hasnt always proven to make it truly "clean"
    4. See if the "Windows May 2019 update"  (or any other update) installed last night. If so, roll back the install and see if it fixes
    5. If all else fails, re-flash your GPU's BIOS.

    Unplug from internet first when updating your driver to stop Windows from pushing any updates or its version of Nvidia driver

    I just updated to the latest z390 BIOS with no change. Everything starts fine with the Z390 load screen until right at the end I get the artifact picture and things go south.
     
    I will try uninstalling drivers in safe mode.
     
    I checked for updates after this all happened and I did install one or 2 but I will try rolling then back to a week ago or so.
     
    The issue happens with both of the GPUs BIOS. The odds of them both going bad seem slim. They fact it works fine in my sons computer is really weird and his card works fine in mine.
     
    I swapped the power cables between the computers and they all work.
     
    Only other issue I have had with this PC is occasionally I have to do a hard reset with the BIOS settings as it just hangs and black screens forever and every restart attempt after. I have figured out the process of just doing the BIOS reset and resetting the settings. it does not happen real often but does on occasion.

    Uninstalled in safe mode and reinstalled while offline. Did not change anything. I will say that I did not get the artifacting while in safe mode upon booting.
     
    I checked my update history and nothing major has happened in the last 10+ days. Just the 2 updates I installed after this issue started in an attempt to fix it.

    Test by installing into a different PCIe on your MB - (because you know the card works in another MB)
     
    This is to eliminate that the current PCIe slot is somehow damaged - OR - the card can't be fully seated for reasons unknown
     
    If card still fails to work - diff PCIe slot ---> Might be time to reinstall Windows

    Make sure you use the actual tool (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html). I apologize if you already knew what this is but I just wanted to make sure we were on the same page! 
     
    Also, have you tried another PCIe slot? I know that sometimes they can go bad and while i understand that the 1070 had no issues on your machine, at this point we're just tossing up ideas to see what sticks.

     
    Have you tried another display port on your physical card? Again, yes it worked on your sons machine but maybe your machine isnt keen on using that display port for whatever reason.
     
    Do you have MSI Afterburner/EVGA Precision set to load on boot? If so, can you disable that feature and do not apply OC on boot and see if that fixes things?
     
    Within the Nvidia Control Panel, do you have it set to "prefer maximum performance"(Manage 3D Settings -> Global Settings -> Power Management Mode)? If not, try setting it there and see what happens

    Is your display port cable vesa certified? If no, that might be the issue. I'm guessing the hdmi port doesn't have the issue?

    Or CSM is not Disabled in the Bios on the Motherboard.
    Or not enough Free PCIe Lanes to support the card.
    Or the Video Cable is not plugged in good on Both Ends.

    Sorry for the long delay but I have been out of town and not been able to diagnose this more until now.
     
    While I was gone my sons PC started having issues. Started with randomly crashing and it started to get more and more frequent until it pretty much stopped booting. I told him to switch to the non OC BIOS on the card. This seemed to help for another week until it started basically not booting. When it would boot on rare occasion it got the artifacts like mine did and would not stay up long before crashing. When it would boot and you moved the mouse the artifacts would change on the screen. You can see attached photos.
     
    I tried it back in my machine and moved to a different PCIe slot with no change. Still get an error in Windows that the card has issues and the default resolution at 1hz. I get the same issue with every DP port I tired and the HDMI port.
     
    I can say with 99.99% certainty this card has bit the dust. I treated this card very well and never even got close to overheating it. I am very aggressive with my fan curves and like to keep them as cool as I can. 100% fan speed was normal when gaming just to keep it cool. It has never seen mining either.
     
    I would really like my card repaired and returned then a refurb that I have no idea about the history. Spend all this money to get a brick in a few months.
