I was finishing up some stress tests on a new build (z590) dark with 11900K cpu all updates and bios are current and after 4-5 days I booted the PC and the VCORE Status light is not on. MEMTEST86 passed and GPU was putting out a decent score on Heaven Bench Test as well as Cinebench R23.  I cannot get into the Bios and the closest I got was was the EVGA bios home screen but it will not let me past that spot.
 
I put a new m.2 drive and tried to reload Windows and it would not install all the way and had a pop up that said as much.  CMOS reset will get me back to the bios home screen but as I stated, clicking on anything does not work.  I do have enough supplies on the shelf to put in a new CPU and I have another z590 motherboard to swap parts around, but that is a last resort.  The most common debug codes are: 25, 26 and then it finally comes to rest at 24.  D7 pops up momentarily but goes away after 5 seconds.
 
It ran great for about for 5 days but the only thing I am not positive on is if the VCORE Status light (2nd one from the left at the top of the mobo) was never on to begin with.

    RE Debug code:  --->>>You should only care about the Code it Stops On
     
    1) I'd double check that new M.2 is properly / fully installed ..... seems to be your last change.  It is always possible you bumped something?
     
    2) If you get back to BIOS, Make sure you turn Fast Boot OFF
     
    3) With all power removed, removing any sticks of RAM - should force the BIOS
     
    4) Use your BIOS switch, test on another possition
     
    5) Flashing BIOS, always possible BIOS became corrupted, things happen

    Just a quite update Cool GTX, did everything but flash bios with no change (changed motherboard components (RAM or m.2) automatically takes you to a pop up for yes to enter setup or no.  Click "yes" and still gets stuck on that page, (used bios #2).  Will do the bios flash, but moving this to my open bench-table for ease of troubleshooting.
