It would be rare to receive 3 defective brand new cards from different batches. Far less rare to receive two bad recertified cards after loosing the lottery on your initial new card. EVGA seems to be having QC issues on their recertification process this time around which makes their warranty terms much less appealing IMO.



I don't think my replacement cards were recertified.  They appeared to be new cards.  Also, not all three cards had the exact same problems.

Did you see my message earlier?



The message about installing a specific game to see if it crashes with the same issue I've been having?  I didn't try it because I can get the problem to happen with half a dozen DX11 games several times an hour now.  I'm not sure what adding another game that crashes quickly will do to help the situation.

RMA it again, scalp the replacement BNIB to get your money back from the warranty/advanced RMA costs, then move on, in my opinion.



With current "scalper" EVGA RTX 3090 FTW3 prices, I'm not sure I'd actually even make my money back at this point.  The EVGA RTX 3090 FTW3 Ultras are now selling for $2,000-$2,100 on eBay with free shipping and I probably have more than that into this card with tax and shipping, extended warranty, and the two 2 day advanced RMA purchases.  The card alone with sales tax and shipping was just under $2000.

You see it its called pcie Power draw. It should ran eg under load on 70-75 Watts. Besides that i found out that my bios switch does not work. there is no change to the fanprofile its the same as in the normal mode...
Edit its working by switching then restart


I wouldn't switch the bios while its running, that will likely cause trouble.

It won't cause any issue at all. That is actually the procedure you use to fix a corrupted VBIOS.

I missed something in the OP and changing my question.

If the PCIe slot is delivering too much power is it possible there could actually be a motherboard issue causing the problems?

If the mobo has an issue it could deliver too much power to the PCIe slot. Then it looks like a GPU issue is the cause when the GPU issues are the symptom, not the cause.

That's not how electricity works. A motherboard has no way of forcing delivery of power. The problem is that the video card is demanding too much power from the motherboard.

Path of Exile, under specific settings I mentioned, causes an overload of many cards' regulation.
This was known back when this setting was first implemented and people's HD 7970's and Nvidia cards started crashing.
Enabling "Global Illumination + Shadows" on Ultra and Vsync Off, with all other settings on Ultra can cause double the power draw on shunt modded and non TDP restricted bioses.

This game actually made my shunt modded 3090 FE shut down via protected mode (black screen+beyond 100% (screaming!) fans) at 78C, with power throttling reported from a power rail not shown on GPU-Z (this did not happen if I set GI+Shadows to High instead of Ultra.  There was also no hidden throttle flag either).
A Kingpin owner tried this game with the 1000W Vbios and said his "SRC" power draw decreased by half when running this game at these settings (no other game did this).

Do you know if these problems as you mention are "Odd" or are they more common as the forums seem to have a lot of this same issues happening (Black Screens, Fans 100%, etc)? I am on my second card after the same problems in a 3080 with the hybrid kit in a box since I am waiting at least a month with the card before installing it. Any clarity would be he helpful.

If the mobo has an issue it could deliver too much power to the PCIe slot. Then it looks like a GPU issue is the cause when the GPU issues are the symptom, not the cause.



As others have said, the motherboard doesn't force the graphics card to draw more power though the PCIEx16 slot.  The motherboard only delivers the power the graphics card requests through the PCIEx16 slot.

The internet can make things seems more of an issue than it really is as people tend to only post if something is going wrong but rarely ever post if something is working as intended. Please keep in mind that we sell thousands of graphics cards and only a very small percentage of our customers ever need to contact us about support. Black screens or fans going to 100% are an indicator that protections on the card are being triggered for some reason, but that behavior is not exclusive to the 30-series. Previous generations have also had their protections triggered in the same way and can happen for various reasons.

Not exactly. I was curious to see how many watts the card would pull using the xoc vbios at stock clocks. 98w on the pci-e slot. 640+ watts on board power. :O
 
On the stock LN2 vbios @ stock clocks & max power limit pci-e slot power was at max 81w in furmark.

Thank you AdamB for giving us a bit of clarification, I did a bit of research on this for other gpus and you're correct this isn't just the 3000 series. Appreciate the info.

posts like this cast alot of doubt and make people not wanna purchase cards. I would hope this is a isolated issue, but I guarantee someone at EVGA knows whats up. They get the cards back and im sure they test them, so someone has looked at these cards. I really am starting to wonder if they can actually fix these things with how complex they are now a days. Might just be a oh this one doesn't work right may be a issue with the billions of silicon on the chip thats nano meters small........

Yes, and things can go wrong so it delivers the wrong amount of power if there's a defect with the motherboard. The GPU can ask for the correct amount of power then the mobo gives it too .uch because of a defect.

In terms of troubleshooting the process of elimination says you should try the same GPU in a different system and/or motherboard if practically possible. It could be an issue with your system if you're getting the same problems with different GPUs.

Hello AdamB, I wanted to add a few things that hopefully will help you and your company's investigation of this issue.
 
1) a lot of 3070 owners are experiencing the black screen + 100% fan crash when browsing or watching youtube.  This seems to be caused greatly by not having the Power Management settings set to "prefer maximum performance".  There are 3070/Ti owners of various AIB owners complaining about this happening to them on various sites (Reddit, LTT, buildaPC, you name it).
 
2) Many people have found that drivers newer than 457.51 have a VERY high chance of causing random black screens while browsing/youtube when power management is set to Normal (it seems Optimal and Adaptive were removed from the drivers and possibly Optimal was renamed to Normal).  3070 owners can't use older drivers with the original adaptive and optimal options still present.
However 3080/3090 owners can go back to better drivers like 456.98 Hotfix, which fixed the issue for several people (apparently not all, however), but there is no "high temp" blip in this driver.
 
3) It appears that drivers newer than 457.51 cause corrupt textures in World of Warcraft.  These are the same drivers series that removed Optimal and Adaptive power from the power management settings, and which seem to be causing black screens +100% fans for many people.  The bugs could possibly be related or it could be coincidence.  
 
4) It's very possible that what is causing the 100% fans + black screen crash on other cards is destroying random FTW3's and giving red light of death.  Whether this is from a fuse tripping or something else I don't know.  But it could be a combination of bad Nvidia driver series + a particular hardware combination that is destroying eVGA cards.  Note that it is possibly something related that is causing people to black screen+100% fan crash under "light" load DX11 games or games with capped framerate, like Halo: Master Chief Collection and League of Legends.
 
5) Drivers NEWER than 456.98 Hotfix all have the "random" 6500C / high temp blip bug during load state changes.  This does NOT happen on 456.98 hotfix or older drivers.  I also have not seen any sustained or non out in a blue moon reports of black screen+100% fan crashes at idle on this driver or any older driver.  It is also possible that the high temp "blip" 6500C "thermal" flag and people's cards dying or crashing may be related.  And may be caused even more by something in drivers >456.71.
 
6) I am using 457.44 Vulkan beta driver on a 3090 FE and I have never seen the 100% fans + black screen crash bug when browsing or using youtube.  My power management settings are set to default (Optimal).  
 
7) I've seen multiple reports of people with multiple monitor setups being far more likely to black screen crash +100% fans than single monitor setups
 
8) I haven't looked deliberately for it, but I have not seen anyone with a FE card have idle / black screen 100% fan crashes in the newer drivers.  I HAVE seen people with Palit 3090 cards with the newest drivers have them however!
 
9) these new crashes seem completely unrelated to the crash/black screen/driver crash that happened on early Nvidia drivers on many brands of cards, as those seemed to often be at heavy or max load, and were fixed by lowering the core clock speeds.

No, not possible.  Does this need to be said 3 times by 2 different people?  The motherboard cannot give too much power.  It's physically impossible for anyone to MAKE the motherboard give too much power.  Its like saying that your PCI-E power plugs are delivering too much power to your video card.  Feel free to study some electrical theory.

That isn't even remotely close to how it works.  
 
Not to sound mean or offensive, but it seems that you don't have a basic understanding of how the parts work or a basic understanding or electrical circuits.

This issue was never addressed, let alone resolved, it’s still happening to a BIG # of people and a lot of them are on their second or even 3rd RMA and yet, the same issue persists.
So! If the so call “protection” that is triggering card to fail, by now, after having so many cards returned EVGA would know exactly where the issue is and how to fix it.
 
This seems to be a much bigger problem that is being “swept under the rug” and I suspect users will keep on dealing with the fallout sooner or later and unfortunately It will be at their expense.
This is not the same as we’ve have seen with 10/20 series cards, this seems much more frequent and wide spread issue.

Yes, and things can go wrong so it delivers the wrong amount of power if there's a defect with the motherboard. The GPU can ask for the correct amount of power then the mobo gives it too .uch because of a defect.



That isn't even remotely close to how it works.  
 
Not to sound mean or offensive, but it seems that you don't have a basic understanding of how the parts work or a basic understanding or electrical circuits. 



I do in fact understand the fundamentals of electrical engineering. My father is an electrical engineers and I grew up with this stuff. I learned how to OC a 386 as a child, I learned DOS by watching my dad and replicated what I saw him do, my dad taught to build PCs before age 10. Not to mention actually doing stuff like taking electronics classes in school, etc. 

As a former troubleshooter before I stopped doing Seismic Exploration I've learned to never dismiss what you think is not possible and try it anyway even if only to say you did it. I've solve enough issues by doing something that seemed silly and then finding the problem because that silly thing solved it or pointed me in the direction to a solution. 

When you're troubleshooting an issue you have to eliminate variables in a systematic fashion. And sometimes try things that don't seem to make sense at the time. 
Have you tried different cables? Different Motherboard? Different PCIe slot? Bios update for your mobo? Did you reseat all connections?
*Is it a PCIe 3.0 or 4.0 mobo? Is it set to the right PCIe version in bios?*

I would not be surprised if that GPU works fine in a different system and it's your motherboard. It is very possible there is an motherboard issue causing your overpowered PCIe slot.
I would also not be surprised if it is the GPU and you had a crazy streak of bad luck.

With all respect and Not to sound mean or offensive but when someone posts they're having the same problem repeatedly like you have I always ask myself "what is this person doing that might be causing it?"
Because when the same issue presents with different hardware that points towards either user error or other hardware as the cause. Maybe even both.

It is possible to get 3 defective GPUs in a row. But that's also extremely unlikely.
If it is the GPU you might want to buy some lottery tickets even though that's a gambler's fallacy ;)

OMG, then how could you possibly believe that the motherboard is forcing the GPU to use too much power from the PCI-E slot?

Do you know how the motherboard provides power to the video card? It is physically impossible.
 
The motherboard does not have a boost converter.  It CANNOT "overpower" a PCI-E slot.  It is IMPOSSIBLE.  Please.

Overcurrent protection could fail. Nothing is failure or defect proof.
It doesn't need or not need a boost converter to be defective and do something it's not supposed to.
That's kinda the definition of defective you do realize, that things don't operate as they should because of an inherent problem during manufacturing.
Stop assuming it came out of the factory perfect and like nothing can go wrong with it. **** happens, unexpected "impossible" **** happens, **** that should not happen does indeed happen.

I had a GPU that was defective that worked for months before it failed. Turned out to be two capacitors touching each other and shorting. Looking at it you would assume it would have shorted instantly and never made it past QC, let alone run for months. 

There is an example of a so called "impossible" scenario. On paper those touching caps should have made that GPU operating at all "impossible." But it ran very well for several months before it stopped working completely. You can tell that should not have happened or is "impossible" all day long and it won't change the fact that it indeed happened.

I've solved enough troubleshooting problems doing something where people told me it "impossible" to fix it like that and it solved the issue and showed what the actual issue was that I don't care for "impossible."
I troubleshoot open to all possibilities, even if they seem "impossible" on paper. 

Because on paper and reality can be very very far apart quite often.
