OK.
I had an original Titan X for 6 months, the machine was stored safely for 6 months while I recovered from surgery, and then I played it for another 2 months before it started going bad.
Tested and tested for months, got it going somewhat with msi afterburner with fans all out, it slowly died on me. One of the things that was happening was that it would not go into pci-e 3.x mode anymore, and was getting really slow with massive popin from every game, and desktop load times in the minutes. Eventually it just gave out (fan) and started heating to extremes and wouldnt load ui at all.
 
Well, my rma came, I already had the AIO water cooling solution for it. It ran great, for about 3 weeks, then it started throttling (seemed like), then it started getting bad popin, and now I am only getting pci-e 2.0 again, and games are running al 2/3 their normal fps (again, just like the 1st Titan).
The only thing that hasnt happened now is the not loading ui. I still get the desktop, albeit very slowly, even the login screen half the time doesnt show me typing in my password, it just goes to desktop after a little bit. Every once in a while it will load correctly and gaming is fine, but that is fewer and fewer times now.
This is just getting to be stupid bad. The thing has been on water and 70% fan speed all the time, except when gaming where it goes to 100% fan speed.
This should NOT be happening. AGAIN.
Others have had 4-5 bad 980ti's in a row.
 
I have NEVER oc'ed either video card.
I routinely clean my machine of dust.
 
I am getting really really mad about this.
I dont have a job anymore, I am handicapped, I dont get any income at all, and now I have to rma another card. And, the one I get in return in all likelyhood will end up going bad as well.
AND I am out a AIO solution, as I cant affoed the pads that go on the Corsair AIO, since I will have to rip the foam things off to put on the air cooler that came with the evga card.
I cant afford this.
And I am very upset because this was supposed to be my gaming machine to last for at least 5 years, and everything else works except my stupid evga titan x card (yes, my 780gtx runs the machine just fine, actually better than the titan in some cases).

    it seems unlikely that you would continue to have this exact same issue after an RMA. 
     
    Do you have means of testing your GPU in another system? Have you tried clearing CMOS to reset any overclocks you may have had?

    Yep, I reset bios already.
    I boot up and sometimes it goes to 2.0 and sometimes its at 3.0
    I have no idea why. And once its at 2.0, it stays at 2.0, until I reboot, and then I might have a chance it goes to 3.0, but just a chance.
    Again, gtx780 works flawlessly same system same pcie slot.
    I definitely have the psu for it, 1300 gold evga psu.
    The popin issue is still present at 3.0 though, and if thats the card running fine (which it isnt, it hasnt run fine since the first 3 weeks I had it) then I would hate to see a card that doesnt run fine.
     
    I have another system to put it in (an amd system, with a dvi monitor, not like this I7 and Displayport Gsync 2560x1440 144hz monitor), but like I said, I am disabled and it is hard to remove and put an air cooled gpu, let alone a water cooled gpu. :(

    I understand it would be difficult to test in another system considering.
     
    In your bios settings, do you have the available option to force GEN 3 PCI instead of auto?

    Nope, it defaults to Auto when you have an m.2 drive installed in the pcie 3 lane. Auto is automatically set as 3.0 though, thats what I dont understand how it could be setting to 2.0. But, the card sets as x16.1.1, then when a game starts it goes to pcie 2.0, instead of 3.0, like half the time at least.
    The only other option is x8, and that is just for sli x2, as the 3rd pcie x16 lane is used by the m.2 drive.
    So, Auto = 3.0

    Have you updated to the latest bios available for your particular motherboard?
     
    Do you have CSM enabled?

    Try doing the registry modification listed here to see if it helps make the card run in gen3 mode.

    When I am able to get on the computer, I will do that, thanks.
    But, even when it is in 3.0 mode, it doesnt run right still, thats what is troubling. Along with the long startup to desktop and fan not working right, these were precursers to my 1st titan x going out.
    :(

    My motherboard is the sabertooth x99, and has slot covers as well as the motherboard being covered also, so no, there is no chance that anything is stuck anywhere.
