RTX 2070 Super FTW3 Gaming Ultra Fan Problem

Hey y'all, I just recently (2 days ago) picked up a 2070 Super FTW3, and I'm curious about the fan stop function, well, more of, I have a problem with it. The card absolutely refuses to stop "fan1" no matter what, even when set to zero in X1, is this fixable?

    Pins in the header that controls fan and RGB connections could be bent or the fan itself might not be connected to it's own header fully. Recently had an issue where my fan would work at 100% no matter what, it was fixed by the technician. He found a bent pin in the header, but the fan itself was also not connected properly. You might wanna check it out.

    That card has Dual-BIOS..If the BIOS is in the "OC" position, fan 1 will never stop..Slide the BIOS switch to "Normal" which will allow for Zero-Fan operation..Switch to the "Normal" BIOS and restart your PC, roll from there.
