It is constant as the fan speeds up from zero. It becomes intermittent/rhythmic at a stable speed. I'm not making this up, I've got my face right in front of my card as it beeps at me.

This is also how I am experiencing it. I wish I could link video but my account is restricted.

As I posted above in a edit. As all three fans are identical as far as I know, the fact that everyone is reporting the same fan POSITION as being the problem would seem to rule out the FAN being the issue and it being either interference or issues with the PWM controller.

I think the fan position for most reports so far is a coincidence. For example, my problem fan is the middle fan. Our sample size right now is just super small.

Same exact issue. *REMOVED LANGUAGE* EVGA please just send us a fan or something its so annoying its not even funny. Cant even deshroud the thing easily too.

It would really be helpful if folks reported the fan position. I could be wrong on this being positional but it sure does appear based on the vid audio that it is an electronic flaw.

You might be right.  I was wrong about it being the middle fan.  It definitely is the 3rd (furthest from the bracket), it just also briefly stops powering all the fans if you stop any of them.

When I was testing it with fan curves it would only be the fan over by the power connectors or the 3080 on the logo on the card. But I have the exact same issue.

Jacob replied to a post earlier on Twitter saying ftw3 fan is not the same, bigger.
Can't say I see a huge difference looking at the 3090 comparison pics though

 
I just wish they'd sell a barebones PCB card from scratch version, and let us buy aftermarket cooling choices we want.  I don't recall any nvidia or evga card I've ever bought where it wasn't noisy either by their fans or their coil whine.

RMA's always happen.  I had to RMA my 1080 because they didnt apply thermal pads correctly on a bunch of the first cards. 

Ha - I had the same issue and had to RMA my 1080 FTW,  which is what I replaced with this 3080 XC3 Ultra.
 
I recorded a video of mine - this is the third fan by the power connectors.  At the end I enabled a fan profile to shut it off,  you can hear the noise stops before it totally spins down - and can hear the other 2 fans speed up.

I think you just convinced me this is a design flaw in the PWM.

I checked the video, running DAC/AMP ref headphones - I cannot recognize eerie noise you're speaking about (maybe I'm half deaf).
 
XC3 Black on backorder, I hope it doesn't have any issues. I can't return it since it is a final sales.

It doesn't seem super loud in the video, but it really is.  My case is on my floor next to my desk and I can hear it over games,  it's really grating on the nerves.
