I think they would stock themselves before vendors or they my allot so many to them to fill once they get a big shipment, but I'm guessing.

It depends if it was Amazon Prime or from a vendor selling through Amazon.

The original owner is the first that registers it on the site w/ an invoice uploaded; not necessarily the member name who made the purchase.  Which reminds me, I need to register my SC2 I got from EVGA to my account, wow.

Of course, I have paypal and it is load and ready for a 1080 Ti FTW3 HYBRID or even 1080 FTW HYBRID. I know it's silly to try to order from evga.com, because I am in Europe, but I just tried it ( couldn't resist the feeling to have one of these cards in the cart) :)
