I encountered this silly issue as well.  The procedure described above worked!  I "signed out" rather than restarted, which seemed to work correctly for me (whereas restarting did not).

If Precision X1 is not loading on boot the steps below should fix it without needing to reinstall.
 
Go to your AppData folder C:\Users\*Yourusername*\AppData
In Roaming > EVGA, delete the PX1 folder
Under Local > EVGA_Co,._Ltd and delete any folders that say PrecisionX_x64.exe_Url_
 
You should then be able to have it enabled at boot.

Awesome! I’m really just stoked that this worked for you as well. Yeah the reason that I decided to log off/sign out instead of restarting after making each change was because the problem with PX1 was the fact that it wasn’t starting with Windows. I really didn’t want to downgrade to a version that used to have other issues so I was determined to get this working properly. Hopefully others having this issue will be able to solve it using my solution until EVGA fixes PX1 (but who knows what will be broken in next version).

I just found your response as I am experiencing the same issue. Really dont like this software but apparently its what the Kingpin 2080 ti needs. I will follow up here when I get home and try this workaround.

Logging off and logging back in every time you turn on your computer, doesn't seem like a very good fix.

If you haven't already, try uninstalling PX1, and then install it into a new folder which is NOT in "Program Files", NOT in "Program Files (x86)", NOT in "Windows", NOT "ProgramData", and NOT in any other system folder.

There seems to be a user permission issue with PX1 if it is installed inside of system folders.

If you install PX1 into a new non-special folder such as C:/Precision/ , I think that your problem will go away (without even needing to use the log off/log back in "fix").

I think you are misunderstanding the fix.  One only has to log off and on when changing the settings.  After they are set, the need to log off and on is no longer necessary. 
The issue is with the program, and how it interacts with some system settings.  It is NOT a user error.

Was having the same issues with PX1 not starting with Windows and tried everything mentioned above (aside from going back to a 3.xx version) but nothing was working. Also, My memory and GPU and VRAM speeds were pegged with my OC and keeping my cards toasty at idle so I worked on this for some time and found a solution that will hopefully work for others as well.
 
I do not know which of the 2 settings actually fixed the issue since I disabled "Start with OS" and "Start Minimized", logged off, logged back on, started PX1 manually then enabled "Start with OS". Logged off and on, and PX1 was starting maximized and I figured I'd go for the gold and try to re-enable "Start Minimized". After that, all worked fine again! Been through multiple reboots, games, system settings, and PX1 is finally working properly again on version 4.8.0.
