Seems the Nvidia driver whitelist may not work in all cases as some games not on the list show a small performance dip sometimes.

Yes, check under your Nvidia control panel. Under help, then system information. It will say resizable bar yes if enabaled, no if not enabled. Also, if you don't have it you can download GPU-Z. That also shows if it has been enabled or not.

What does Resizable bar do?
There is a bit to go over, for some reason I cannot link Nvidia's page explaining it. But if you google nvidia resizable bar it's the first hit that explains it. To be honest the game list right now is not big, if you don't play any of those games I wouldn't bother with resizeable bar right now, until theres a game that has been added that there is a benefit and you really want to play. If you want to see a benchmark with it, go to Hardware Unboxed Youtube channel and search for this: Nvidia Resizable BAR Tested. They compare it to SAM to that's AMD's Smart Access Memory.

Can I check somewhere in Windows that Resizable Bar is currently activated?
If you look in Nvidia control panel under system information it will tell you. Also GPU-Z will show if it's enabled.
