Hi! I just received a notification for the RTX 3060. However, when I was filling in the billing and shipping info, it only showed to 3 countries but I'm not from any of those countries

Not sure what's going on. Just received an email for my 12G-P5-3657-KR 5/12/2021 10:43:08 AM is a YES. When I went to the Direct link in the email it lets me put in my shipping info and choose the shipping method but on the next page it says "You already reached the product limit of product(s):
EVGA GeForce RTX 3060 XC GAMING, 12G-P5-3657-KR, 12GB GDDR6, Dual-Fan, Metal Backplate (12G-P5-3657-KR) (Limit Qty:1, You have bought 1 qty(s))"
 
Now I did buy one back in May for my son and then went on a waiting list for a second one for myself/media PC. Am I not allowed to buy a second one? Why did I get the notification email today then? Wonder if anyone else had this issue before.

It is one unit per SKU (and I think -KRs and -KLs are combined for this calculation). EVGA doesn't check to determine whether you've already purchased a unit of that SKU at auto-notify registration, but rather at checkout.  You are not the first to have discovered this issue via a block during check-out.  I have heard of folks trying to appeal to EVGA customer service...but I have yet to hear of any of those efforts being successful.

We really should be allowed to get another card from the queue again after purchasing from a notify.  

 
I'm mixed on this...if somebody had been able to queue up in December for the KPE HC (when the registration window was open for just a minute or so) and then requeue for it a second time when the KPE HC registration window reopened...while I was shut out in the first window and lost the F5 battle in the second window...well, despite my best efforts, I would still be drunk on the saltiest, saline I could find...maybe letting brackish water age in the sun and evaporate each afternoon before drinking myself into a slumber.  In short, it wouldn't be pretty. 
 
Maybe that approach would be ok for the queues that didn't have a first, limited-window to queue...but even then, I would worry about those who are late to arrive to the queues (I am thinking of parents looking for birthday gifts for their offspring, etc.)...I don't know...I am mixed on it.

One per SKU seems kind of rough considering the fact that I had to wait for 3 month for the first one and this one was another almost 4 month wait. It's not like I can make a fortune scalping these 2 cards considering the 7 month combined wait time. I'll try and contact customer service as it's a little ridiculous in my opinion.

Tough break.  This queue is months past it's release.  We should be nearing some point at which they change this to Limit Two (non-concurrent) purchases.
