P.S: i disabled the MB gpu  ( BIOS: on ­''graphic configuration'' i changed i had 3 choice on the primary display Auto/iGPU/PCIE, i choose PCIE instead of Auto)

EDIT.: when i record it's ALMOST the same as it was, not that bad but it's stutter a little bit some times (only when i record and my rendered video are laggy and cut sometimes(frequently) )

So your still stuttering when recording.
THAT is due to your hard drive setup or your recording settings
 
What is your exact hard drive setup.
What drive is the OS and game on and what drive are you using to record to?
What is the "type" of drive(s), its speed and how full is it?

You will never get decent results using a USB external drive, it will always stutter.
*I am unfamiliar with Mirillis Action so I really cant comment about the correct setup for it.
 
For recording drives I prefer 1.5TB 7200 speed drives (RAID 0 preferred) dedicated for recording only (no games or installed apps)
*(this setup/size allows quicker defrags (very important) and less chance of failure than the 3tb models)

Why yes, I happen to own two of those
 
Note: I dont buy bare drives from Newegg because of the way they are shipped.
 
When buying Drives, I buy from a local store and pay the extra 20-$30 so I dont have to worry about shipping and a DOA drive takes a 15min drive to get replaced

You should chek Mirillis action bro, it's a pretty badass software for gaming record that can Encode after you ended the taping.

Drives been working perfectly for a few years now.. no issues.
 
As for recording software, I have been using Fraps for over 10 years with the results I am looking for.
I prefer the larger files/less compression so my final renders have more to work with

Larger file, better quality but you know that Youtube can only take 2 GB =/ it's disgusting i use Mirillis because the Video is Encode for 90% approximativly and the quality loss isn't noticeable at all.
 
btw nice quality in your video :p love it. what is your rendering process ?

GPU use has gone back up somewhat from prior drivers with 310.54 and above...
And yes, FPS dips are part of the limitation of the engine and server performance.

I have issue with spotting. When I play with fps limit spotting is unresponsively. I mean its hard to spot enemies, give orders etc. I press Q but there is no reaction. When I disable fps limit everything is ok. PC: i5 2500K/8GB/GTX680

Lose all of those entries except for the DrawFps
-->And use the "adaptive" Vsync setting in the NVCP/Manage 3DSettings (program settings tab/BF3)

I do not understand
Higher FPS decreases lag, if better gameplay is what you are looking-> for then dont cap frames or use Vsync.
Use Afterburner or Precision for a stronger fan profile to reduce temps.
 
If you just have to keep your framerate so low, try using the value of 60 instead of 70 and see if the "Q" overlay timing comes back into sync.
Do--> remove the performance overlay setting in the .cfg as they may interfere what the frame cap enabled

Triple buffering is auto enabled in BF3 when Vsync is used (no changes need to be made, as noted in my guide)
 
"Tearing" being worse at 60fps than at 70fps makes no sense at all.
Just what exact monitor setup (make/model/screen res) are you using?
 
Running a--> 2500K/8GB/GTX680 config you should not be using any frame limiter/Vsync of anykind.
Best response and highest multiplayer performance would dictate using your configs FPS performance levels of between 200 and 70fps with average FPS appox at 120
