Just as another FYI if anyone else is experiencing this, I did try some 1.4 cables, still did the same thing but noticed one new quirk.
It only happens when on desktop. It does not happen in game. I thought the 1.4 worked, until I quit my game and the flickering started again.
Maybe it's due to the idle clock?
