You will probably have to contact EVGA directly https://www.evga.com/about/contactus/.

Unfortunately I don't have a serial for this card, so I cannot use this option it seems. =/ The sticker is missing off the rear of the card.

I posted here because after a few web searches, I saw that in the past users had posted on this forum and EVGA's support responded that they had emailed files and directions to these people seeking a GOP UEFI vBIOS. Seems kinda silly to not have the files and directions available publicly to me.

After some fighting, I was able to get the card recognized on Windows 11 (I had to manually install all the .inf files from the nVidia installer before installing the card), but without an updated vBIOS, I cannot see anything prior to Windows loading in the driver on boot. It's not a huge issue, but I'd love to upgrade the vBIOS so I can use this card in other systems going forward for troubleshooting and whatnot. =)

Here is a thread from 2014 https://forums.evga.com/NEED-UEFI-BIOS-GOP-for-650-Ti-2GB-m2092883.aspx so it is available.

These are the only ones available at TechPowerUP:  https://www.techpowerup.com/vgabios/?architecture=NVIDIA&manufacturer=EVGA&model=GTX+650+Ti&version=&interface=&memType=&memSize=2048&since=.

I sent an email to support @evga so hopefully they still have the file lurking around somewhere. Thanks! If I get it, I'll be sure to add it to TPU's website so it's there as well.

Sorry realize this is an old thread, but were you able to get a BIOS file in the end?
