while searching for a cause and resolution it seems they were blaming the 690 chip anyone have an idea what is going on with it and how to fix it?

Before starting a latency test always check the condition of your OS with Dism, why? windows update consistently being **** and breaking systems.  
Open cmd as admin and type 
Dism /Online /Cleanup-Image /Scanhealth
wait for it to finish an run 
Dism /Online /Cleanup-Image /RestoreHealth
wait for it to finish an run 
SFC /scannow
If sfc scannow found something and fixed it, reboot and run windows update including drivers found under advanced optional updates
 
Change power options in control panel to High Performance 
 
Download UnParkCPU from coderbag and unpark cores
 
recheck latency test with nothing running in the back round 
 
I do not have latency issues and Im green across the board, meaning this is not an evga or 690 chip issue
 
Windows 11 is notorious for parking cores and forcing harsh processor idle demote thresholds cucking your latency and performance so MS can stay complaint with

followed your directions and no improvements, Friday it took over 13 hours to copy a 14 gig fil to a usb stick and today I lost the onboard wired lan ports so it seems I do have a real hardware problem. 
I have it powered through a pure sinewave battery backup and it used mostly for security cameras and posting silly things on the net

You could try using Linux or another bootable OS from a usb stick and see if everything works correctly.
It would let you know if it is your Windows install or c: storage device, or truly a hardware issue  (or you could try a clean windows OS install)
