Happy day. They sent me another link and I was able to buy the card today. 
 
Apparently I signed up for the card on the 22nd but without logging in. A few days later I signed in to check my notifies but didn't have any.... I used a newer email when I signing up and never knew I had a spot on the 22nd.

So I've never done a custom WC loop before, just used the closed loop EVGA CPU cooler solution. If I do get chosen for the HydroCopper cards, what exactly do I need to buy? Newegg or Amazon links would be perfect, since it does not look like EVGA makes a kit to complete these themselves.

If you are thinking a loop is a little more than you want to do if you get the XC3 version of either card you can use You of course still have to remove the HydroCopper block and backplate and install the hybrid kit but a lot less than installing a full loop for your first time.

If you have elite status you get $20 off the top of the hybrid cooler and if you use at least someone's associate code, you'll get another 10% off its like $80

Would this work? You obviously won’t get as efficient cooling, but is it that easy of a remedy?

 
I would be very interested to see if this is possible, with perhaps selling the waterblock after it's removed to defer some of the cost. I'm comfortable building a water system if not, but it is a lot cheaper.
 
I've been building my own pcs since the late 80's, and my last build was my first time using (closed loop) WC for the CPU. I've found some kits for around $200 that would work, as they have all the parts. They are intended for open loop CPU use, but if you put the fittings into the GPU instead it should work exactly the same since they have external pump/reservoir instead of pump built into the CPU waterblock like some. 

I can confirm it works on the https://www.evga.com/products/product.aspx?pn=12G-P5-3959-KR  I am pretty sure all the other XC3 variants use the same board so it should work.

And to have any AiB company in Europe  sounds like a SCI-FI, Europeans are (regrettably) out of electronics.
Additional question is, what does it mean that EVGA is NA company, when mostly all work is done in China or Taiwan, I guess.

The only caveat I'll add there is that NA queue products are shipped from California (after they receive parts from Taiwan), while EU products are shipped direct from Taiwan. A further caveat is that I've heard this from other forum members, not from first-hand knowledge. So "EU location in Munich" or not, they don't ship from there, unlike how the NA queue operates.

Also, does anyone have any insider knowledge about the 3958 queue?  I'm one minute away from ending my watch (12G-P5-3958-KR 6/3/2021 7:43:24 AM PT) but haven't seen movement in a while.

Search doesn't have an in-thread option, which would be nice.

It's typical for a delay after initial product launch.  EVGA appears to cycle drops between air-cooled, hybrid and occasionally HC drops.  They may come today.  They may come next month. 
If you do find someone with insider knowledge who is willing to share, let us all know their contact info!

In a lot of ways they are. In a global economy, a US company or a Chinese company isn't so clear cut. However in the end, the country where the product is actually produced has the final influence.
