Apparently not.
 
The Associates Program FAQ does not say specifically one way or the other, but it does say that you earn EVGA Bucks which can be used on future orders from EVGA.com.  If you go to the page which provides details about EVGA Bucks, it states the following:
 
What are EVGA Bucks?

EVGA Bucks are essentially equal to one virtual (1) US Dollar or one virtual (1) Euro, depending on region, and used like a gift certificate in our online store. EVGA Bucks are given in full 1 Buck denominations and are indivisible. You can collect them in various ways, which are listed in detail below. They are non-transferable to other accounts or to real currency and they do not expire. There is no limit on how many EVGA Bucks you can earn or have at any given time - feel free to save them up for as long as you like.

Hrm, just get an error when trying to load the linked page.  I see what the problem is, my 'Associate' code predates the EVGA Elite membership and now you need to be elite to be an associate hence my page not loading properly.  I'll register my new RTX 2070 Super when it gets here and become elite then I should be able to get it stuffed into my signature.

Will this program ever be available for EU members?
I have been building PC with EVGA parts for over 10 years now. Never really got anything out of it, except happy people/customers.
That's all that matters I guess, but 5 to 10% off + Bucks rewards is kinda nice ;)
