I had a Titan XP with modded Hybrid cooler and all was well. I removed it to test a 1080 SC2 ICX and everything ran as expected. Now that I have the Hybridized Titan XP in again everthing is O.K. but the card won't run above 1418Mhz. Each card swap was done with DDU and fresh install of display driver and PhysX only.

Did you completely remove and reinstall either Precision or Afterburner?  Check in the Nvidia Control Panel and see if the 'debug' mode is checked. Have you reset your CMOS? There's gotta be some reason (obviously ) it is locked at it's base clock.

With Nvidia Boost 3.0 - temp limits the MHz - what are your temps (room & GPU)

    1) Did you remove your GPU OC software first, before removing driver, choose clean install  ?

    2) Clear CMOS on MB (copy setting first) Your MB may be having an issue recognizing the GPU

    3) Check your Nvidia Control panel setting

Seems the problem was HWMonitor 1.31 misreading the speed. Unigine shows speed @ 1911Mhz. So I uninstalled HWM 1.91 and went back to 1.30. 1.31 was reading system memory wrong too.

Unigine will tell you the wrong clocks. Download GPU-Z and view the sensors tab to see what your card is really running at.

should be on your must have utilities list

    GPU-Z

    CPU-Z

GPU Shark is also good to show what your cards are doing

GPU-Z says it goes to 1809.5Mhz. Either way, it's above nVidia's boost specs and much better than 1400. Thanks for help guys!

edit to add.... The 1080 SC2 ICX is an excellent card but it will going going back in the step-up to a 1080 Ti. I hope the 1080 Ti does well enough to suit me with air cooling as it seems I've lost the reference cooler for the Titan XP.
