Making a meaningful comment in an older thread is Not against the rules We want the community members to add to the conversation. If a thread has not had any comments for several months best to let it be; unless you can actually offer some information that would help the OP and add to the community at large. If your not sure, and the closest thread has been dormant -- probably best to just start a new thread and reference the older thread if it has material information. I think it's best to let really old threads die and start a new. Anything someone hasn't posted to in a month or more probably is not that relevant anymore. Though sometimes it's good to reference old threads like if a game was shown at E3 and at launch the weapons completely change it might be worth linking a posts showing the original layout. Or in cases where Sony shows off a new console video it's good to show the original video of what they said the graphics would look like compared to the final gameplay on the system.
