Question:  one of my KP cards is crashing windows on start up (about 75% of the time).  I can get in sometimes, and have run a successful 3dmark once or twice.  If I do get in to windows it freezes up when I start google chrome.  Do I need to go through RMA headache or is there something else simple that will make it stable?  My other KP card works fine and both my 1080ti's work fine.  Any advice is appreciated!

Have you tested each card alone in your computer?
If so are you seeing the Same Issue?
Have you Tested with and without the NVLink Bridge Installed or with a Different Bridge?
Have you reversed the card location on your motherboard?
What NVIDIA Driver Version are you running and have tested with?
You might want to create your own Thread under EVGA GeForce 20/16 Series to allow others to help out.

Have you tested each card alone in your computer?  Yes, only single config
If so are you seeing the Same Issue?  No, 1 KP 2080 and 2 1080ti's working fine in single card

I don't have NVlink yet, so only testing single cards

OK, so I got this card working pretty good now.  Thanks bc, I re-seated the card and all is well now.  No more crashes.

What is everyone getting not using the classified tool and just using precision x1?

I cant seem to get this card stable past 2130-2145mhz? I've even bought a new power supply as Evga tech support suggested. Power limit is maxed out, I tried every voltage setting in X1, and
I am even using the Ln2 bios (flashed to the OC bios position). Temps are 40C at full load on GPU and 46 degrees on memory during stress tests. Please help as I'm really not impressed by the results I am getting.

I am Using the LN2 Bios (Not the XOC Bios) on the OC Bios for Full Fans and seeing 2160MHz-2190MHz without using the Classified Tool.
But today it is really cold and only 10Β°C in the room I am Benchmarking in ATM.
This mornings runs @ M=1100 G=110 in PX1 0.3.17.0 Gaming at 2,145 MHz - 2,160 MHz will be a breeze as long as you have the CPU Power. 
Depending on the Benchmark being DX12 & (RT) or DX11 and even DX10 and DX9 performance will be different across different Games.

Install Afterburner..Set up the OSD. Close it. Then open PX1 and set the fans/power/voltage to max hit apply and close it. Then open afterburner.. check that the voltage and power limit are maxed. Then open the curve. Think its press Control+ F?

Select the dot for 1.093v and raise it to what you want to try for.. say 2160 or 2190 or 2205mhz and before you hit apply press control+p which will being up a ventricle yellow line. Then hit apply to lock it in. Kinda like locking in the voltage.

Test it out.

Px1 dont seem to use the max voltage.. for me it's like locked at 1.050v.

You can also use the classified tool and the top voltage is for GPU. You can lock the voltage at 1.093v and change the Loadline voltage to say 0 or 1.. hit apply. Low numbers keep the voltage droop to a minimum.

I still like to use AB with the classified tool and lock the voltage in with the classified tool. Setting the overclock curve with AB, it will report only the voltage you set for in AB.. so it can say 1.093v I
On the on screen display but it's not the real voltage which will be what you selected in the classified tool.. should hook up a dmm to the card to read the actual voltages during idle and load.

Maximum turbo core clock 5,103 MHz gives you the edge.

For Gaming I only run my CPU @ 4600MHz and GPU @ 2145-2160MHz
But summer is coming even though it is Snowing ATM, we have about 2 inches now.
 
On the Crash Crash
I ran the CPU 1 Test from 3DMark Vantage Performance (Only the CPU) upped my vCore until I could pass it and that is where I am at now.
I won't say it is at 1.365. But ATM not seeing temps above 60Β°C and it is now 5.7Β°C in the room
Intel Core i9-7920X Processor 3DMark rank 5 Nice CPU Info on the Links
The Intel Core i9-9900K Processor 3DMark rank 6 is doing very well and most users are killing me.
But is doing a Killer compared to the Intel Core i7-8700K Processor and this I have in a Z370. Maybe time to update to your CPU if my MB supports it.

7920x at 5.0 is bad ass! I can't get stable at 2175 unless its just a pass through 3d mark, gaming it crashes almost instant :( hoping hydro copper block cools it enough to game around 2200 (optimistic)

Without classified? oooooooooh, I'm going to try as well, no go at +135, crash crash crash, voltage in classified to 1.15 LL10 crash LL5 crash, I keep mine at 5.1 all around, beefy cooling but it has 4 less cores than you!

It comes with PX1 0.3.17.0 and is the current version
You will find the file under \Program Files\EVGA\Precision X1\Firmware
You can update inside of PX1 as well.

It's not prompting me to update when opening Precision X1 either

I should clarify that the .39 firmware is not in the file of firmware. 3F was the only one it was able to update to.

Yup, that's when it brings up a list of firmware files, and the only one that worked was 3F, and .39 is no where to be found
