So, I just recently upgraded from my 1080ti FTW3 to a used 3080ti FTW3 Ultra Gaming. When performing the upgrade, I decided that I needed to upgrade many components, so this computer is practically new. I never really had issues with Windows 11 on my 1080ti, but on the 3080ti, I have had some weird random problems. When I installed it, it was fine, but the RTX Voice wasn't working. I had to disable hardware-accelerated GPU scheduling to get it to work properly. And I didn't have issues for a while until my GPU stopped getting utilized randomly. So, I ended up having to upgrade my graphics drivers. I used DDU in safe mode, and suddenly, the computer won't boot into safe mode. It redirects back to normal mode every time I try to boot into safe mode through the recovery options. So I had to run DDU without Safe mode, and after the reinstall, I updated the drivers, and the GPU is being fully utilized again. But whenever it stopped getting full utilization, whenever I am in Chrome, it pops up black boxes randomly. I fixed this by making Chrome a "power saving mode" task through Graphics Settings in Windows.

Is this issue related to the graphics card? Or does it have to do with Windows 11 Scheduling not being able to work with the GPU the way it wants? Any support is greatly appreciated!
