Hot!One Fan Working well, two fans wont.

I have an EVGA NVIDIA GeForce RTX 3070 TI, and only one fan is working properly.
If I use Precision X1 (see images attached) only fan 3 achieves "normal"rpms. The other two spin for a minute, and then stop for another minute. It does this no matter what settings i use in PX1.
 
Could this be that the MB's Bios needs update?
Specs:
CPU: NVIDIA GeForce RTX 3070 TI
CPU: AMD Ryzen 9 5900X 12-Core Processor 3.70 GHz
MB: B350M Gaming Pro (MS-7a39) (2.P3)
Ram: 32 gb
 
 
NOTES:
Already tried setting all fans to 100% using PX1, and no luck.
While gaming, i had to cap the temp to 79 degrees. when this happens fan 3 goes to 100% but the other two behave as shown in the images. The GPU lowers its Power to meet the temperature instead of fans turning on.
Already tried doing a full install of the OS, and NVIDIA Drivers are up to date.

    Welcome to the EVGA forums & Congrats on your first thread
     
    Seems that the fans are running in the default "quiet mode" & spinning up once the GPU section gets warm enough to have the fans start
     
    More background information might be helpful
    OS?
    New Build?
    New GPU?
    New install of PX1?
     
    Are you new to using PX1?
     
    You must push the "Apply button" after making any changes, then the "Save button" to save changes to the selected Profile number
     
    - Select a previously saved Profile number (0-9) ... then you must select "Load button" - before the previously saved profile setting are applied to your GPU
     
    Still having issues?
    Turn Off Windows Fast Startup
    Turn Off Fast Boot in MB BIOS

    Fans should be on aggressive.
     
    OS? Windows 11
    New Build? Old, 1 yr gpu and cpu, and 5 year MB (my next step would be update MB bios, but i dont think thats the issue, since this wasnt happening until a couple of weeks ago)
    New GPU? 1 year
    New install of PX1? I did, after the fans stop working.
    Are you new to using PX1? Yes, seems straight forward. im hitting apply and saving my settings.
     
    I noticed today, while gaming, that now only one fan is working.
     
    Do you think the fans may need to be replaced? i've seen several people having this issue with EVGA GPUs and not been able to solve it.

    No, it does not seem to be the fans as they do work; possibly a software conflict or issue on the GPU - fan controller
     
    What software is running in the background?

    Hi, sorry i didnt reply.
     
    It turned out that i had to replace the fans. I opened the GPU to check on the fans, and they where stiff and could barely move.
     
    Looks like this is somewhat common with EVGA GPUs.

    Original fans would not turn freely, that can do it.  Sometimes we forget to ask the simple questions
