Unfortunately they dont monitor gpu frequency in that test so I cannot tell if fluctuation is happening there.

I am having the same problem as warpedkid11 with my 2080 Ti Black. When I first got it clocks were consistently at 2025 during gaming but now the clocks are jumping around like crazy for no reason. Even if I set to max performance in Nvidia control panel they will jump around like crazy. I have never installed Precision, only Afterburner.
 
Are our cards bad?

Are your framerates dropping in direct accordance with the clock speeds?. Is the GPU under full load when this happens?

I have found with some game, when setting to "Prefer Max Performance" for their profile in Nvidia Control Panel, I have to then reboot the PC for that setting to get applied for the game. Seems to be hit or miss on which game it happens to.

The card runs hot, really hot and it's a combination of the chip itself and the 2 slot design. Idle temps stay at 55 with a custom fan curve but there's no zero fan idling for me.

This doesn't sound good; I wasn't aware of such thermal performance. My silly 980 Ti FTW never idles properly. For some reason the clock speeds never drop at all. On the desktop when doing little or nothing, the temperature is all over the place for no apparent reason.

I hit thermal limits before hitting power limits. I have it set to +195/450 and it peaks at 2070 but hovers around 1890 - 1920 depending on the game. I've tried upping the core clock by 30 but I get instability so I may have lost the silicon lottery on this one since I've seen some people hit 2100 with proper cooling.

What do you know about liquid cooling? If these cards run this hot, do you think it would make practical sense to go liquid? There is the longevity issue, which at this price I consider important, but I have read that GPUs easily throttle when temps rise, but I also thought I encountered information that conflicted with that.
 
For my part, I never had any idea that a card in a proper environment would ever run at anything less than intended/maximum speeds.

I bought the 2080ti black back in early 2019 before the price increase. Also the evga waterblock since I have a custom loop system. Swapping out the fans for the new block, it’s apparent that they spent some time to make sure all critical components of the card had cooling pads in place to transfer heat. There must be 6 or 7 in total. Card runs dead cool in the mid 50’s C even after stress testing using 3dmark at 100% cpu utilization with 400mhz memory and 150mhz core overclocks. My overclocked i7-6700k runs in the low 60s so the waterblock seems very effective. I believe it's made ekwb.

Yes they seem to be dropping in accordance with clock speed. I'm on a 120Hz monitor but my GPU load never gets to 99% in game and my FPS will be 75 FPS in a situation that isn't graphically demanding, shouldn't the GPU be trying to get 120 FPS in a situation like that and increasing GPU load accordingly?

I really don't want to have to RMA this card because I think it's a unicorn, OC scanner on Afterburner gives me +223 and it's on air.

It sounds like a CPU bottleneck otherwise the drivers need to be optimized for said titles or drivers be updated.

Sounds like a good card to me.  I wouldn't RMA it and risk getting something lower.

Try setting your GPU to stock while testing the titles again.  Keep an eye on the FPS as well as the thermals.

Bought mine in December. It jumps around like you all are explaining. There is no way I will return this card. It performs too well and I perceive it as value for less than $1K. Here's my Time Spy:

my peak has been 68C
unlike previous black editions the fans are the same as they are on the XC ultra so noise isnt bad but the cooler is slightly less beefier. Overall the card on a good OC guts nearly every other 2080ti.

Hey guys just checking in , just received my 2080ti black edition and it’s running at 1995MHz at 70c with a custom fan curve. It doesn’t seem loud at all. I use a semi open back headset. Good luck friends

it was an odd +100 $ price increase for about 1 or 2 weeks; nice to see its back down to regular.   999; 1149, 1199 for those respective models

absolutely! now that prices came back down. an RTX2080-Ti for just $999 ROCKS! so many ppl online complained and hated so bad when it seemed that $1,250 would be the minimum to get one.

Nnnnooooo...No, a 2080 Ti for $1000 most certainly does not "rock".
 
It is however less painful than $1,100, or $1,250, or $15,000.
