I've also just joined the queue in EU.

My EVGA 980Ti died some time ago and I've decided it's about time to get new GPU. Running on Intel HD 3000 now 
Too bad my old GPU does not qualify me for Elite Membership

Elite membership is very easy to get now, and thus it really means nothing.  As Lois Griffin once said about the Discover card "ooooooh they're in an exclusive club called anybody".
 
The 24 hour "early access" became a gateway to have thousands gain Elite and the signups for those "early access" SKUs have moved maybe a hour or two in months since launch.  That being said, basically since everyone is now Elite, if you are not, you have almost no chance to get a card from the queue this century.  Not to pile on, but the EU queue is even worse. 
 
I wish you the best, definitely sign up for queue cards, but I strongly suggest you focus your efforts elsewhere... the system as-is basically leaves you zero chance (which is sad because you've been a member for 12 years and a fair amount of the newest Elite likely still had training wheels on their bikes in 09).

At the risk of getting angry protests here.  

But if you're just getting in line now, you won't get a card here for months, most here have been waiting over half a year. And even then, the prices aren't really good, with the exception of the 3060 maybe.  But the 3070 and 3070ti are already far away from mid-range prices.

My tip: buy a 6600 XT as soon as possible. At the moment there are still some near the MSRP around 450 EUR, but prices are rising here as well. AMD has done a good job with the 6600 XT and actually outperformed the 3060 in several respects, which currently costs +100 EUR more than the 6600 XT on the market. And the 6600 XT is far superior to your old 980ti in all resolutions and about on par with an RTX 2070, even on 1440p. So if you don't want to wait until 2022, don't think twice, grab it.
 
Edit: I got a 6600 XT from Gigabyte for 390 EUR on release day and am very satisfied so far. At least it will be a worthy interim solution until Lovelace. The current generation can be safely left behind in view of the market situation.  
One day we will probably get a high-end card for <1000 EUR again... someday ... one day. Until then, I'll wait and set my monitor to 1440p.
