4090 FE crashing after installing drivers on new windows install (z690 Dark + 12900ks)

I just barely got everything I needed to finally put together my z690 machine. Installation of Windows went great but after installing the graphics card drivers I start to lose video signal, and after a few seconds with a black screen, the machine then proceeded to restart entirely. I know the graphics card isn't faulty as I've been using it for a while in my prior rig.

Any help or ideas are appreciated!

    Change boot mode from UEFI to Legacy/CSM
    Update motherboard bios to latest version
    Install nvidia drivers and check/confirm you are on the latest 4090 FE firmware

    MB: EVGA Z690 CLASSIFIED (bios v. 2.12)
    CPU: Intel Core i9-12900K
    CPU Cooler: EVGA CLC 360mm
    Memory: Corsair 32 GB (2 x 16GB) DDR5 6000mhz
    Monitor: Alienware AW2521H 
    GPU: EVGA 3080 Ti FTW3 ULTRA 
    Case: Corsair 5000D Airflow 
    OS: Windows 11 Pro
    Keyboard: EVGA Z20
    Mouse: Finalmouse Starlight Poseidon

    XMP enabled? If yes, disable it. OC on cpu? If yes, disable it.
