Not that it helps that much, but I was benchmarking with superposition on 1080 extreme and 4k and saw 121% 2 times during 5 to 6 runs. I will try posting them tonight when I get home. This was on the HW Monitor on XOC,

It is probably just overshot, I saw 118 and 119 a few times. It should consistently go to 127, similar to this run with XOC FW

No it doesn't need to hit those consistantly because in XOC there are more limiting factors disabled. Saw above 124 on the new FTW3 Elite OC Bios. Unfortunately with the new 12Ghz memory modules it's not compatible with the normal one.

Wow ok I was unaware by "bouncing off of 117" you mean hitting 117 means powertarget snaps right back to only 37%. Can't imagine the stutter fest you have to deal with. Even more frustrating when this is a problem with one of their flagship cards. This should be very high on the priority list.

lol no his 37 is just the card idling down . It doesn't bounce down to 37 when it hits 117. It just acts like 117 is the max it can go to vs the advertised 127

While mine isn't watercooled I do have a 1080 Ti FTW3 and though it didn't stay at 127, it did jump up there a couple times while running Furmark.

What bios are you running? Can you post a picture of your gpu bios?

It was most likely just a fluke as the majority of the time it was running at 115%.  It only jumped for a second or two then right back down.

Even a speculation from EVGA would be nice at this point. This is why I came to EVGA was for their customer service but it sure has been awfully quiet on this matter that many of us are having with this card.

My chart looks almost identical to Drakke01's and I am on a 12ghz model also. Caps at 117 to 118%, I see 55ish temps on gpu in 4k on Superposition.

I flashed my FTW3 Hybrid with FTW3 Elite bios I got from here.

At one point my card hit 129 and kept dropping all over place and did hit 127 again at one point. I used Unigine benchmark at 8K optimized. 
 
Another interesting thing is this bios will indeed go to 12GHz on the RAM by default. The GPU is at the usual 1974Mhz. Works completely fine with default settings. 
 

 
And this also if any of you are interested is the fastest bios I found that works correctly and at points hits 2050MHz on the GPU and 11.2MHz on the RAM without touching any settings.

So it's a BIOS issue if power limits are removed by using the XOC bios, hardware is fortunately fine.
 
You can flash the 12Gbps BIOS to your standard FTW3 to fix this, but only if you have confirmed your specific card can do at least +500MHz(=12Gbps) on the memory safely 24/7 and artifacts only appear after pushing +600-800MHz.
The 12Gbps chips by Micron are just higher binned version of the 11Gbps, so the BIOS is 100% compatible.
 
By the way, don't use furmark or OCCT as those are considered 'power virus' and are banned by Nvidia on BIOS level, i.e. the card throttles.
 
4K Time Spy Extreme Graphics Test 2 has the highest power draw you can get currently, no game is pulling nearly that much power.
With a 350W power limit, in this test the gpu voltage drops to a minimum of 1000mV, with a 384W zotac limit a minimum voltage was around 1.025V. Only the XOC bios allowed for full 1.093V (and beyond).
 
Flashing another brand BIOS is not recommended as it sometimes causes lower performance and/or microstuttering (inconsistent frametimes). Different brand BIOS also may have a different number of connectors, so e.g. one of your displayports may stop working.
Also never flash a lightning z or galax HOF bios as those use 3x 8pin.
 
If you don't get a signal after rebooting, use the GPU bios switch or iGPU (or another eGPU on a different pci-e slot) to flash the original bios back.
 
I tried a few BIOS and compared their performance on my Palit 1080ti:
 
Test: 3 consecutive runs of 3dmark time spy extreme graphics test 2, (steady 1936MHz 962mV on core/6107MHz on mem to prevent power throttling).

Loading an ftw3 “elite” bios is just loading an ftw3 bios in general. The “elite” part is just a shroud color, so it shouldn’t change the warranty.

Don't know what to say other than I paid quite a bit for this and would like to see it fixed. Sadly this isn't the only issue XOC is a bit buggy and Aida64 Extreme sensor support is non existent. I bought this card for two reasons dual bios and 9 sensors the former which will come in handy when we get a fix and the latter which I can only view with buggy software. 
Here's my proof the power limit doesn't go above 118%.
To be clear when furmark started it spiked but quickly leveled off well below 127

Precision XOC HWMonitor in image below history was cleared prior to running 3 test back to back.
Note it did not exceed 107 Power% for any of the test.

It worries me that I am going to have to shunt mod this card to get it to reach and maintain stable clocks,
