If the core frequency is locked to a constant value using the A/B curve, you can just ignore the limit readings (all 4 limits (Vrel, Vop, power & thermal) are enabled as reported by GPU-Z). Just make sure your power limit is enough to keep the frequency stable.
 
If on default clocks or OCed normally without V/F curve locking, the best limit to hit is Vrel (voltage) when vsync is disabled, or no load limit = 1 with vsync enabled.
 
Vrel just means that the maximum frequency is achieved on the current voltage, this is what we want unless you want to reduce power consumption & heat by reducing the power limit slider.
No load limit = 1 means the current game/benchmark is not heavy enough to induce 100% GPU usage. This is normal when vsync is enabled or the game has fps cap or is graphically very lightweight.
 
 
Use the XOC Bios & AB V/F-curve, with it you can lock the core speed to anything you want and it will stay there 100% of the time (except on idle).
 
(You don't need XOC bios if you lock the frequency into a voltage below 975mV, as 325W (+17%) power limit is enough.)

Who would want to use 975mv??

The older pxoc I used to be able to lock a mhz with a voltage.. did it for a year with my 1080s at +150/1050mv using the manual overclock and just selecting only what I wanted which was one block.

Been broken for ma y releases since.

So the OCX bios is fine on a 1080ti ftw3 elite 12ghz card?

Screw it.. after testing ab which was a waste with 1 fan working and also older versions of pxoc with 2 fans runing, I noticed something new.. I now get a tempt limit 1 going off.. can see power sensors hitting 47c when I see this and the temp on the gpu seems normal at 53c like before.

So maybe the ftw3 air cooler isint cooling stuff good enough and water cooling will make some difference with keeping me out of voltage and power limits so early.

Really I'm just reaching for straws here trying to save my free weekend with a new rhermaltske tower 900 case still in the box and new ftw3 water block also in the box with original plans to install of this crap over the weekend with no kids as they will be staying at relatives.

Are you saying that after flashing the BIOS for a 11ghz memory card, the GPU memory will run at 12ghz? I'm a bit suspicious of that.

Nope. If you flash a 11GHz vbios to a 12GHz card it should cause the cards memory to run at 11GHz. Could you still clock it back up to 12GHz? Most likely.

Nope. If you flash a 11GHz vbios to a 12GHz card it should cause the cards memory to run at 11GHz. Could you still clock it back up to 12GHz? Most likely.

It was interesting testing out my 1080 classified on air last night in my son's system.. in firestrike ultra 4k the power meter barely went as high as 101 a couple of times. Same for timespy. Nowhere near 130% the card is rated for. 0 limits hit clocked to 2164mhz +513mhz ram.. never moved on the clocks either as always.

To keep the 1080ti from hitting power limit 1 as much and down clocking, leaving the voltage meter at 0 helped.

My 1080ti Founders ticked off the power limit all the time... it took a little convincing, and some reading, and now it never goes over 80%.

I am not saying that is a permanent fix, as a bios approved from EVGA would be optimal and far less risky, but you could find out how good your card really is with about 15 minutes and some love being applied to the resistors.
