X1 Software fan curve issue - fan continues to spin

I have a 1080 Ti GPU from EVGA. Had it brand new since 2017 and decided I wanted to control the fan speed. Please see link for picture on what I have set up. My GPU fan still spins even at idle at 30–32 degrees C. I have set my fan curve to zero until it gets past 40 degrees. I feel like it’s not going by the curve.

I have saved. Applied. And loaded and still nothing. Is there something missing or something I’m doing wrong?

    If you have a card that comes with a vbios switch make sure it’s set to normal (primary) instead of oc (secondary).

    Stupid question where is this at? Is it on the X1 software and if so where? I typed this in and got a bunch of different answers which none seem to be correct on further investigation looking for this switch.

    It's a small switch on the edge of the card here: Master is the normal mode/VBIOS and Slave is the OC mode/VBIOS. Make sure it is set to 'Master'.

    I looked for it on my GPU but it does not have one on it anywhere. I have the founders edition. Here are some pics I took:

    Almost certainly your card doesn't have a zero-fan-speed VBIOS, I'm almost positive the single-fan Founder's Edition doesn't, or any single-fan card with blower-style cooling..No matter what you do, software won't override the card's VBIOS minimum fan speed programming..You would need to find and flash to a modded VBIOS that has zero-fan-speed.
