Maybe your USB drive is not bootable, or it's not selected as the First Boot Device..More information is needed.

What are you trying to do?..What motherboard and USB drive do you have?

    Need some detail from OP

if Win 10 Fast Startup is On - PC does not shut down - your not doing a Cold Boot
turn Windows 10 Fast Startup OFF, when upgrading drivers, firmware or hardware

With Windows 10 there is a new “hybrid” startup mode that should cut down on boot up times.

It does this by putting the PC into hibernation instead of fully shutting down."

Not enough information. You said "USB drive" so I will assume it is not a USB stick which is different. If it is a portable USB drive (DVD) then it must support UEFI boot options in your BIOs. When I boot windows I use a USB stick or a a genuine Microsoft Windows 10 DVD in a USB drive (UEFI). My USB drive is seen in the BIOs.

Also, Secure Boot with the BIOS won't allow you to boot to USB drive. If it's enabled, youll need to disable it.

    Thanks.

Pre-builts and laptops in UEFI mode need to be changed to CSM (Legacy) to boot to a USB stick too. UEFI will only typically allow you to boot to disc unless both BIOS and device allow it.

Typically, if you don't have a pre-built, in the Boot Mode, I always make sure it says: UEFI first, then Legacy. Other boot devices can stay on Legacy.

Thanks , it is a portable USB drive , and i've set the boot order in the Bios Settings ---- Set the USB to the first boot device ,What else was not being done?

As mentioned previously in this thread make sure secure boot is off

Another thing I just thought of is if secure boot is off and you can't boot from the USB drive check what type of port the drive is connected to? If the port is USB 3.0 move the drive to a USB 2.0 port.

Most recent BIOS' will also show the device name beside (Example. USB HDD: Kingston DataTraveller). If you don't see the device name, as above, try another USB port.
