Hello,
 
I am having an issue with my RTX 3090 FTW3 where the core clock is stuck at 210MHz no matter what I do, which cripples the game performance. It was running fine earlier today, but after a reboot of my system, this behavior began to manifest itself and I have no idea what could be causing this. I have reset my MSI Afterburner settings to default (I have been undervolting this card for years now as I did not like its default power draw and temperatures), but now the core clock is just stuck at 210MHz. I have also tried both VBIOS switches on the card and it exhibits the same behavior.
 
Doing some googling seems to show this may be a known issue with the power fuses or shunts reporting incorrect power draw to the GPU which results in it downclocking severely? I have attached a picture of my GPU-Z and HWInfo settings for more information.

    If the warranty hasn't expired, RMA it.

    Unfortunately the warranty of the card expired a few months ago.

    Interesting that  the GPU sockets see the 12V - in GPU-Z
    long shot but thought I'd mention it:
     
    Make sure all GPU OC software is OFF & Not set to auto start on reboot - then reinstall a known good Nvidia driver. 
     
    There is a known issue with locked low performance on GPU if you load Nvidia driver with OC software running.
     
    any RED LEDs near where the PCIe power sockets are on the GPU?

    OK so after turning my computer off for the night, the GPU is no longer stuck at 210MHz. That's good news, but I do notice that the power draw still appears to be understated now, so I am concerned this issue may crop up again at some point in the future. I did not do anything other than turn the system off for the night and now the GPU clocks and performance is what is expected. Is this something that could perhaps be resolved by a VBIOS flash? Running a heavy workload like Topaz Video AI upscaling (hammers the CPU and GPU for video upscaling) continuously as a stress test but the clocks are seemingly good at 1800-1845MHz with my normal undervolting profile. But the power draw is not the expected ~300-325W, but reporting as ~190W which is understated. My UPS shows the correct system power draw to be around 600ish watts at load, so I don't think the reported power draw is correct.

    Looks like your card has a shunt resistor problem, or a problem with something in that circuit.
     
    If the card detects it too far out of spec during boot, it will lock it down with a low power limit.  Seems like it is on the brink of it happening, so some times it happens, some times it doesn't.

    So sounds like I got lucky on this reboot and I should expect this problem to pop up again at any moment.

    And the problem popped up again after a subsequent reboot. It looks like I will have to try to find someone who knows how to repair this particular issue if it indeed is an issue with the shunt resistor.

    I remember when I got a brand new 3090 ftw3 (red lips) and it was stuck at 210mhz from the get go.  LOL   Rma'd for another new card (black lips).
