that's what I'm researching. Hooked up a second monitor today for testing.  But uninstalled already. Restored Nvidia CP did not help. Maybe I'll try a system restore. What can trigger this power draw? Power plan Energy saver either. 
I mean I've cranked up the fans to 80°C which keeps the temps lower at 72°C  but is  louder. How can I reduce the wattage again? This videocard is full of mysteries.




Well ironically it's operating correctly now as far as power draw goes.  You likely had some sort of frame rate limit before, that you didn't know about.


 
Update: 
Resetting the NV Contol Panel to default was partially the reason.  
Limiting the Max FPS to 60FPS temporarily reduced power draw from 380W to below 250W and GPU temp from nearly 80°C to 60°C.
But that did not work continuously. Meanwhile playing Quake2 RTX draws more than 350W and above 70°C again. Changed more settings in NCP which helped but let missing the eyecandy. I have no clue why the wattage did rise so much but maybe it was just Nvdias aim with Quake 2 RTX code to humble cards.

your are absolutely right. Thank you so much for this hint.  That power draw and heat had drived me crazy. Resetting the NV Contol Panel to default was the reason.  
So limiting the Max FPS reduces power draw from 380W to 200W and GPU temp from nearly 80°C to 60°C.
This is really amazing.  
 
 

 

 
 



Of course it reduces the power draw as it only computes for 60 frames. Without the limit, Quake II computes about 90 frames with our EVGA 3080 FTW3 Ultra (100% power usage..)
