RTX 3070 XC3 ULTRA GAMING - Underwhelming performance and no data on Perf Monitor

I bought a 3070 to replace my RX570, so far performance has been a 50% reduction. I also can't see any metrics besides temp in the performance monitor of GeForce Experience). GPU Clock, Voltage, Utilization, Power and Fan Speed are all stuck at 0, even in game when the card is heating up and the fans are cooling it.
 
I've installed the drivers for the GPU and updated the BIOS. What other updates am I missing?

    Ultimate Self-Starter Thread For New Members
     
    The GPU has a stock quiet mode ... fans do not start till it warms up
     
     What "performance monitor" are you looking at ? your post is not clear
     
    1) turn Off Fast Boot in BIOS ... so your MB properly "sees" the new hardware
     
    2) Use DDU to uninstall any leftover AMD  drivers .. use safe mode
     
    3) download all software ... & scan downloads
     
    4) go offline, then turn Off your security software & all background software ... then load your software
     
    5) Reboot, or hold the shift Key before you use the shutdown command, hold shift until PC is Off .. this clears W10 kernel
     
    6) Make sure your security software is ON again, now connect to your network
     
    7) Adjust W10 to performance mode or Optomized
     
    8) Adjust Nvidia Control Panel to Performance .... you have to download this separately now days

    Sorry for the confusion, the website was very glitchy yesterday. By performance Monitor I meant the Geforce Experience software and the in-game overlay--my GPU utilization and clock speed read 0 at all times. My fan speed is 0 even when it's spinning to cool the card.
     
    I did a fresh windows install followed by a most recent drives install once I swapped cards as well as a BIOS update to the latest version. Is it still necessary to reboot to clear the W10 kernal and to reinstall the drives while the firewall is off?

    The BIOS update did help but I'm still seeing slow speeds.

    Are you running at 1080 p resolution ?... or ....

    Well , there's your answer.   Most reviews when the 30xx series cards came out , showed they are made for  2k & 4k resolutions and that you really barely see anything at 1080p & even in some cases worse performance then the last gen cards.  ( 20xx, 1660, etc )  - when stuck at 1080p

    I'm getting 15fps on fortnite... I know I can get CPU bottling on 1080p but I should still be doing better than that! I got 60 on my RX570
     
    Also this still doesn't explain why GeForce Experience and the performance overlay are showing 0 for all GPU stats

    TRUE- you should at least see about the same performance generally overall  - NOT 15 fps.
     
    I would UNinstall geFarce EXp , it is a  notoriously garbage program
     - then do a fresh install of the nvidia drivers after dumping that ...
    + technically your 600 W psu is really not up to the task. I believe even bare minimum for that card is a solid 650 W unit .  (  I wouldn't use anything less than Gold rated 750 W myself )

    This is my second install of the drivers, same issue. I'm fine on PSU, not sure why you'd think 600W gold isn't enough for the card, every reviewer says it's fine. I did a full reinstall of windows the first time instead of DD or another driver wiping tool.
     
    are there alternatives to geforce for GPU usage monitoring? I've posted on other forums and so far all responses are saying I likely got a defective card

    It is important for you to get some reliable stats so that you can properly debug.  Install MSI Afterburner and run through some gaming, then exit and check out the performance graphs.  Report back with a pic showing your
    - GPU Core Clock
    - GPU load
    - GPU %Pwr or Power in Watts
    - Memory Clocks
    - Memory load
    - GPU Core temp
    - % Fan speeds, or RPM
     
    Which driver are you running?
    Have you checked performance in more than one game or benchmark?

    Download EVGA's latest version Precision X1 software.  CLOSE ALL PROGRAMS.  Install X1 and run it, it will kick off a FIRMWARE UPDATE.  Then X1 should come up and you should read the card, highly likely this may fix you right up.

    I'd uninstall the Geforce Experience, unless you actually use it.  You can monitor with X1, Afterburner, HWiNFO, HW Monitor, or GPU-Z.  I actually use them all at various times but have never ever installed Geforce Experience.

    No it isn't. 
    Bare minimum EVGA suggests is a 650 W for your card ...& if you read thru these forums you will see these new 30xx series cards are more power hungry than previous gens and have very high transient power spikes that are taking out psu units much higher than the recommended wattage.
        I suggest you get a bare minimum of 750 W  ( preferable 850 W )  in Gold rated or better.

    You didn’t optimize your games with geforce experience did you? If you did that could be the issue.

    Problem with PSU recommendations by total wattage is that you have no idea what the real power or current requirements are for the GPU.  If companies recommended total 12V rail capacity, it would be better.
     
    For instance, SF600 Gold has 50A available to 12V, working out to 600W.  Run of the mill cheap 650W may actually have less power and current available on the 12V, one random example I looked at had 48.75A which works out to 585W.
     
    I doubt the 3600 is drawing all that much 12V unless it is OC'd to degradation level.  40A would be a generous estimate for total 12V I imagine.  If getting high transient, probably about as likely to hit OCP and power off rather than low performance.

    If drivers were installed cleanly, and all trace of AMD gone, then I might first try running it at reference clocks to see if performance is improved (ie Debug Mode in Nvidia CP).  If that gains performance, the factory OC is unstable.
     
    But if you can't monitor the GPU properly, it sounds like drivers are somehow borked.  You may need to install the latest AMD chipset drivers if you updated to latest bios and have not done that already.
     
    You may also need to try setting PCIe to Gen 3 in bios and see if that improves performance.
