If the GPU does not touch the water block - before the Thermal pads are installed - still something is wrong
 
Time to Contact Support with photos support@evga.com
 
Check post #3 2080 XC Ultra and Hydro Copper leaves GPU gap. Anyone tried using pads instead of paste?

UPDATE
 
I think that pesky bracket is the culprit.
I realized that the TIM spread on the block was quite a bit smaller than the actual die when I pressed the block to the pcb with the bracket in place, and when I removed the bracket the spread was much better.
I decided to ditch the whole bracket all together and now my temps have settled at 55c instead of creeping into the 80s, which still seems a bit warm but that could be the terrible thermal paste evga provides.
Just ordered some Kryonaut since I went through my whole tube of NT-H1 during this ordeal. Thanks everybody that helped me out and hopefully this will help solve someone else's similar problems as well.

whoa nice clock! I couldnt get mine past 2085, how are your memory temps under load?

i have been battling this myself. Idle card sits at 28-30c, Launch heaven and temp jumps to 60c and with in 5 minutes i am at 85c and my water temp only changes 1 or 2 C. The 1 thing i have not tried was removing the GPU bracket. tear down number 6, or is it 8. hopefully this time it's a charm and i don't have to tear it down again.

Hopefully you got your block seated properly by now. I would also like to add that I managed to get the bracket to work by barely threading in the bracket screws, seating the block and tighten the bracket up at the very end.
