RTX 2070 XC Ultra Issues

I am having an issue with the new RTX 2070 card. I am unsure it is a driver issue or with the card itself. On occasion when I boot up my pc there is only a black screen and I have to reboot to get video. The monitor does not say no signal detected, there just isn't any video coming through. I am also getting CTD's when playing Fallout 4 after 5-10 minutes of playtime. I have the latest driver(416.34) and to test if it was a driver issue I reinstalled my GTX 780's and didn't have any black screen issues. I only tested Fallout 4 for a limited time on the old GPU's with the new driver but it did make it past the 10 minutes where it would normally CTD. I installed the RTX 2070 again and still had black screen and CTD's in Fallout.

    Did you uninstall the Older Graphics Drivers and run DDU in Safe Mode to clean and clear out old NVIDIA Drivers and Software?
    Z87 is really Old Platform now, do you have the last known Bios installed?
    How Old is your Corsair AX 1200?
    Are you using 2 PCIe Power Cables from your Power Supply to the Graphics Card? 
    Have you install PX1 Version 0.3.3 BETA and completed the (MCU Update)

    Yes but in my apps and features section I am seeing two instances of the latest driver. My AX 1200 is about 3-4 years old. I am using two pci-e cables. Not sure about the latest bios version though.

    You should check your Bios, if nothing else go into the Bios and Reset to the Defaults.
    You also may need to Disable CSM in your Bios now that you have removed the GTX 780 Card.
    This then may require you to install a new Fresh OS on Cleaned Drives.
     
    Unplug your network cable and or WiFi Network.
    Uninstall the NVIDIA Drivers through add and remove programs.
    Allow the needed restarts and complete all the uninstalled until you see non in the add and remove programs.
    Then Run DDU and select to restart in Safe Mode and the let the computer restart and run DDU.
    After the computer reboots back to the OS run DDU in Normal Mode and set the Windows Driver Update back to the Default Settings.
    Then Install the NVIDIA Drivers and Only Install the Graphics Driver and PhysX Driver No Other NVIDIA Drivers or Software at this time.
    Complete the Driver install and even if the you are not told to restart your computer restart it anyway.
    Keep all at Stock Settings and Do not Run any Background software NONE.
    Play Games and see how they run now.

    Why would I need to disable CSM? My bios version is pretty old, V.1007. If I have to go so far as to do clean installs and update BIOS I might just hold off on all that till I upgrade to a new setup. I was planning on building a whole new pc given the age of all my components but decided to upgrade to a new gpu first since mine sort of struggle now a days on new games. Would I be safe just uninstalling the drivers, running DDU, reinstalling the Graphics and PhysX drivers without updating my bios or disabling csm? Then if I am still having the same issues going through the bios update and fresh OS install?

    You are going from (Legacy) GK110 Kepler May 2013 Passing the (UEFI) Maxwell Oct 2014 and (Full UEFI) Pascal Jun 2016
    And now on the RTX platform Turing 2018
    Your Graphics Card is 3 Genrations old now not to count the Generations of you Motherboard.
    Windows 10 is a UEFI Based OS and now your Graphics Card is UEFI so most users disable CSM.
    Unless you are Legacy SATA Drives then you would enable CSM and set Storage to Legacy But other Device and Boot to UEFI.
    Your Motherboard is also know to have issues updating to the UEFI Bios from older Non-UEFI Bios. You can Search Google.
    And with having that Old of a Bios then you might have problems with newer hardware.

    You should have no problems updating to the latest Bios released being that the First Bios file was a .CAP so you need no tools to upgrade the Bios.

    So even with a fresh os install on formatted drives my mobo would still have issues updating to the latest bios version? I may just have to wait. I honestly don't want to cause more potential issues with my pc than I am already having and building a whole new system now sounds even more imperative and honestly more efficient. I have heard of bios updating issues on my board which is why I have always opted not to. I am not quite as tech savvy as I probably should be in this time of technology and am unsure if I feel comfortable going through intense update processes for bios on a board with known issues when updating them.
     
    You don't think it would be a problem? I am only worried because I have never updated a bios before, and am admittedly somewhat nervous about the prospect of it.

    With "updating to the latest bios version" most likely not.
    I would Fist Update the Bios and work from there.
    If you have never updated the Bios before or entered into the Bios then you should be ok just updating it.

    No, But remember to backup all your Data before you start.

    I wouldn't do all that.  I think that's a bit extreme.

    I would make sure you have the most up to date BIOS.  I would than use the Nvidia installer again and make sure the check box for 'Perform a clean installation' is checked and go from there.  If that fails, I would go the DDU route.
     
    When you're gaming, have you checked your system temps all around?  If possible, please do and let us know the temps, speed, load and fan GPU RPMs on the GPU.

    My temps were around 52 degrees after exiting from Skyrim. The card settings are all stock in terms of clock speeds and mem speeds. Not sure about load. I didn't monitor in game because it interferes with mods. Fan speeds were at 40% when in PX1.

    The installer itself will get you to that option.  Just make sure you hit custom before continuing to get to the check box I spoke about.  Once that is done, restart the PC and test it out with some games.
     
    As far as your MB's BIOS, check which version you have and see what your MB's site says.  If they have a newer version, update your BIOS and carefully follow the instructions to do the flash.

    Phew. Updated my bios. Everything seems to be fine so far. When I install my drivers should I only install the graphics and physx drivers as bcavnaugh suggested? Or am I ok to install them all?

    Well, I just did a couple things that were altogether pretty scary. Updated my bios which I have never done and thought you shouldn't do unless absolutely necessary. I also converted my os drive to gpt and disabled csm without data loss. The mbr2gpt tool actually did its job. Now to test my system and see if I broke anything. Hopefully everything will run better now and do what it's supposed. All this just for a new gpu. I never thought I would have to go through so much trouble.

    I want to thank you both for your help today. I hope everything will work as intended now that I have made some major system changes. I never would have considered any of it without your input and suggestions. I have posted on GeForce forums for the last couple days without any help so I am really glad I tried here. Thank you again so much for your help. Really glad I didn't break my system during the mbr2gpt conversion. That was the scariest part so far. Ha

    Yes, check everything off in the driver installation, including that check box I referred to earlier. 
     
    I don't think you had to change your CSM option as it could knock out any legacy device you have connected to the PC.  If everything is running well because of it and nothing legacy is connected, leave it the way it is in its current stable condition.

    Fallout is still crashing after a few minutes. All my other games are still working just fine. Though they were before all the changes I made as well.     Did you check and see if there are issues with the game in particular and drivers in the Nvidia and or Fallout forums?  I mean this is to be expected as this release wasn't your typical prepared launch imho.  I don't think anything is wrong with your system other than in one particular title which is usually a good sign.

    Do you have windows fast startup disabled?
     
    If using dp cables are they vesa certified?
     
    Good to hear your ctd's are limited to fo4. Most likely a game issue.

    I'm not using display port cables. Just HDMI. I will have to check my bios settings to see if I have it disabled or not. I honestly can't remember. Nvidia forums have been very little help at the moment. The Fallout forums on bethesda net and nexus haven't been super helpful either. No one has the 2070. Everyone so far using the new driver hasn't had any issues in Fallout 4, but most of them are using older cards(980,1070,1080). I am super happy it's limited to Fallout 4 but also bummed cause I was looking forward to revamping my mods to take advantage of the extra vram.

    I'm not talking about fast boot. Fast startup is an option in the windows power options.

    The issue with the XC Ultra and Fallout 4 is very likely your setting of weapon debris in Fallout 4 - turn it off, issue resolved. This is not an issue with the card, it's with Flex (or nvflex as some call it). It's an issue that the drivers have inherited for a while now.
