I am having an issue with the new RTX 2070 card. I am unsure it is a driver issue or with the card itself. On occasion when I boot up my pc there is only a black screen and I have to reboot to get video. The monitor does not say no signal detected, there just isn't any video coming through. I am also getting CTD's when playing Fallout 4 after 5-10 minutes of playtime. I have the latest driver(416.34) and to test if it was a driver issue I reinstalled my GTX 780's and didn't have any black screen issues. I only tested Fallout 4 for a limited time on the old GPU's with the new driver but it did make it past the 10 minutes where it would normally CTD. I installed the RTX 2070 again and still had black screen and CTD's in Fallout.

Mobo: Asus Sabertooth Z87
CPU: Intel Core i7 4770K 3.5GHz
RAM: G.Skill Trident X DDR3 1866MHz 32GB
GPU: EVGA RTX 2070 XC Ultra 8GB
HDD's: WD Velociraptor 1TB 10,000Rpm(x2)
PSU: Corsair AX 1200
OS: Windows 10 Pro 64 bit V.1803 Build:17134.345
Nvidia Driver: 416.34




I got one of these cards for my kids' PC and it had the same issues that you describe.  I had purchased a Cable matters DisplayPort card with the initial purchase.  I learned of certified DisplayPort cables, and that the one I bought was not.  I swapped it for a Club 3D certified cable and it has not happened once since.
 
YMMV but that was a cheap fix on this end.

The CTD in Fallout 4 is very likely caused by having weapon debris enabled - an issue with flex in the driver (I had the issue as well until turning off weapon debris). As for the black screen issue - sure, new cables maybe (mine is fine, but who knows what cables I have - although I do recall them being good) - but make sure the existing cable is nice and snug first.

N1NJ4S34N - Please advise if you have tried disabling weapon debris in Fallout 4's settings. I have the same card, exact same symptoms and setting it to disabled worked IMMEDIATELY. Do try this before chasing other issues - it's painless and free.
