"Perif" cable on EVGA 750 GQ delivering MINUS 5 volts

I recently completed a PC build using a new EVGA 750 GQ, and added a case fan plus two small (70mm) fans. I connected the fans using the Perif cable, but the fan did not turn, not even backward. Voltage at the Molex connector is MINUS 5 volts. I didn't measure voltage at the power supply, not knowing the pin assignment. Could the cable be mis-wired? Is it a lost cause? I was really expecting that the power supply would provide an easy way to add fans.
S/N is 210-GQ-0750.

    Sounds like you may need to exchange the entire unit along with the cables, or buy a different brand of psu.

    Thank you for your post and I can only assume that there may be something strange with the wire being used.  In this case I show that the unit may have been purchased used and this might be the reason for the mix-up.
