What do you mean "The Mobo is only powered with 24 pin cable"?

Have you connected the 8pin motherboard EPS inputs? If not, your system won't POST.

8pin PCI-E VGA power differs from the 8pin motherboard EPS input, unless your PSU config/manual says otherwise.

Read pages 16 & 39 of your board manual.

"Alternatively, if no power cable is connected or detected, the system will not POST and will hang at POST code “C.”

Check you cable config. You need the 24pin ATX + 2x 8pin EPS to power the motherboard, and 2x (3x for some high-end GPU's) 8pin PCI-E to power the GPU.

MB - GPU & Case Must be installed in proper alignment

Is the GPU hanging where the I/O plate installs or is the Card contacting something ?

I've had some builds (Asus) where I needed to support the back of the MB to fully install the GPU ... as it was way too tight with the SATA ports

Does it seat properly with the motherboard out of the case?

Good info xuqi99... my PSU is a EVGA SuperNOVA 1300 G2- it has two CPU x2 8 pin connections. The CPU cables have a single 8 pin for the modular connection, and on one the other end it has  two  4 pin connections. Is this the correct cable type?

Yes, those are the EPS/CPU cables used to provide additional power to the motherboard. The end with 4+4pin connectors can snap together to form the 8pin required for use with your board.
