Wow that's incredibly insightful. So what I gather is that the silicon and electrical infrastructure is there to use the cores, but they're disabled for stability reasons and even if you could find the software workaround to use them, its a gamble as to whether you just got free cores, or you brick you card lol.
 
I guess after the die is produced all the cores are tested, so the cards we get have had some current cycled through them. For some reason I just always though they threw it in the box after it comes off a fab is assembled by the AIB.

It's become a real shame that scalpers and miners are getting their hands on all of these cards when the rest of us just want ONE.......

I'd seen that it wasn't too difficult to get one on Best Buy drops early this year, but I started trying a couple of months ago and there's just no chance. I suppose the bots got around Best Buy's queue system as well?

I feel like there is some chance/luck to it.  Ive gotten a few card for our house (3 kids have pc's plus myself) and ive gotten 2 for guys at work, i sold to them at exact cost.  All but one of those was at bestbuy.  Sometimes i wouldnt even get it in my cart, and i would start within a few seconds of the drop.  The most recent time i got the 3070 FE and 3090 evga for the guys at work, both in the same drop.  I feel the bestbuy system is at least doing something against bots, where amazon seems to be doing nothing.  Im on a drop discord, but there are many out there, or youtube drop alerts, or email/twitter alerts, but at least for me, i find focusing on bestbuy the way to go so far.  Keep the faith!

I don't think bots can bypass bestbuy.
You just need luck, seriously. According to some reports, 4-5 thousand people enter the "waiting" at once, and you need to pray to get the "add to cart" button
2 weeks ago I managed to add 3070 EVGA to the cart, but unfortunately bestbuy only allowed pickup, and the nearest store was quite far from me

I've always wondered whether the disabled core on the die can be re-enabled with software? Is the lithography on the die changed so those cores don't get any power, or is it just at a driver level?

Some CPUs could be reenabled back in the day through driver level updates, but If you end up reenabling a defective core you may brick the card. There's 3 possible scenarios here:
 
All cores are fine - They are simply disabled as there isn't enough demand for the higher skews, this is best case scenario but unlikely given the current market.
 
All cores are functional but some but not enough run at the required speeds for a higher binning - You're mileage may vary in this case.
 
Some cores are physically defective and are disabled - You will likely brick your card by reenabling these cores.

I remember a friend got a 3 core processor and unlocked the 4th and everything worked perfectly after re enabling it, meaning he got a more expensive processor for cheaper. He never had anny issues with it.

Nope.
Newegg has shuffles, but the chance seems to be quite low + it's usually combos with horrible PSUs or some random motherboards.

Yeah, AMD's Phenom 720 processors did that, but the situation was different.  They were having great yields (the chip was originally designed to make use of a quad core with a failed core) and would often just firmware (I remember, could be wrong here) disable a core.  So it was often possible to re-enable the core and run as the Quad core (925, I think) and get a substantial boost.

Yeah, although I hear Best Buy is worth checking on Tuesday and Thursday (if I can remember).
