New 3080ti hydro copper not working

Hello I got my 3089ti two days ago now and I can't get it to work I'm thinking I need to rma but thought I'd ask if anyone had any ideas of what to try first...
So I'm using a Asus maximus xi mobo and I thought it wasn't seating properly so I got a riser to see if that was the problem I can boot and everything using a 1030 I have but the 3080ti doesn't show up but everything lights up the power indicators are all off(as in the red lights saying a power cable isn't connected) and I have tried it in the first and second slots. I'm fairly sure I need to just rma at this point but thought I'd see if anyone had any other ideas first.

    Does your bios recognize the card?

    No the bios doesn't show it at all I've tried setting the pcie slots to gen 3 vs auto not that that should matter I've also now tried with the 1030 on the riser to make sure it was ok and that worked

    Seat card into the MB, make sure it is level & locked ... is always better than rise cable
     
    confirm All power sockets on the card are populated with power cables that are fully seated & locked ... test any other cable that came with your PSU ... maybe one of them is bad ? 


    NEVER use cable that did not come with the PSU - Unless you confirm with the PSU MFG - that there are indeed compatible ..... it is common for different PSU models to have different pin-outs on the PSU
     
    Turn Off Fast Boot in the BIOS of the MB ... so the MB poles for the existing hardware
     
    Turn Off Fast Startup in Windows ..... so Windows will see hardware changes & not load based on old information
     
    W10 or W11 ?

    make sure the riser cable is 4.0

    All the cables are from the same PSU using three different cables as in no y splitter or second in the cable I have tried to clear CMOS but still nothing as for fast boot bios doesn't see anything in the slot so I don't think fast boot would make windows see it but I'll try both of those again and I've made sure bios is completely up to date even have resizable bar option.
    Also it's windows 11
    I'll go try some more of this and report back.

    Couple things I have read that may work.
    Boot with no GPU at all (if there is no onboard GPU) then put the GPU back in and see.
    Make sure fast boot is off and windows is up to date as is the MB's BIOS.
    Reseat the CPU, clear the BIOS and test again.

    Well I tried to boot with no GPU then booting with only the 3080ti didn't work... I didn't think reseating would matter if one GPU would post But another won't i.e. I can get the 1030 to work just not the 3080ti I'm running a monoblock didn't want to go through all that

    W11 .. OK good to know OS being used ... but if it does not show in BIOS, we need to "fix" that first
     
    Do you have a second PC you could try to just boot & then shutdown ?
     
    the MB needs to be able to run an update After PC starts ."update the UEFI files"... (aka MB has to LOOK for hardware) ...  that is why - Fast Boot = OFF & CSM = Off
     
    I agree the old GPU seems to indicate that MB & CPU "functions" .... I'm not convinced MB has poled for new hardware
     
    1) Load & Save Default BIOS settings (after you record current settings - snap some photos with your phone)
    2) Reboot
    3) Remove all power - anything with a plug connected to PC - now hold start button 15 seconds - then reconnect power
    4) Reboot & enter BIOS - disable CMS & Fast Boot - check Drive & RAM settings (No XMP yet) ---- Save BIOS & reboot
    5) Enter BIOS - does the GPU show in BIOS .... (PCIe slot populated)

    Ok I tried this even after holding the start button I powered psu on and held the clear CMOS button still nothing as for the cables to monitors I've tried two display ports and a HDMI all of which have either been used with the 1080 I was replacing or with the 1030 I'm using to get to windows now (9900kf so no onboard)...
    I also figured maybe it's psu cable is bad I'm not sure so I ordered new ones I don't think that is the problem because the power indicators on the gou are not lit up but I figured that'll probably less time then a rma(half because the ones that came with the PSU are all the double ones and I wanted a cleaner look anyways with singles that are sleeved)
    Finally I was thinking of upgrading to a 5900x anyways so I went ahead and ordered a new mobo and cpu so when that all comes I'll be fairly sure if it still doesn't work that I'll have fully isolated it to be the GPU.... I'll keep trying in the mean time anyways if anyone has any other ideas.......

    Also thanks to everyone for the tips and ideas!!!

    Update idk how or why but it is working kinda I'm getting some visual artifacts and screen flashing now but better then nothing

    Edit seems to be fine with HDMI cable but not with dp EVGA pre tried to do a bios update nothing that said that failed but still having problems with a dp never had problem with it before but I guess I'll have to change it out

    You had mentioned "Maximus XI Board"...which model... ? When you were going thur the boot process did you happen to notice if you had the "bright white fixed PCI-E_1" fault illuminated?
    Did you happen to note what the QCode (Post Code) dod thru the process....did your Mobo boot right to "AO" or get hung up on any post codes, perhaps "97" ?
