New 3080 ftw3 Ultra having major issues

Hello all,
 
Just finished a new build with my 3080 FTW3 Ultra (10g-P5-3897-KL) and while the system boots the GPU is having major issues and causing crashes with error codes 117 and 116 (will include screenshots). I can boot and change windows settings and run some programs like gpu-z, hwinfo64, and evga precision but as soon as I open a web browser or try to install gpu drivers it crashes. I am able to install drivers in safe mode and the crashes stop if I use DDU to uninstall nvidia drivers or if I disable the 3080 in device manager. They start again if I install an Nvidia driver
 
Temps are showing just fine. It's on a waterblock and sits at 30c. 
I am able to run heaven benchmark without a crash but performance is terrible and hwinfo shows the clock locked at 435mhz. GPU-z and evga precisionx1 won't report gpu clock speed.
 
I have tried uninstalling and reinstalling drivers several times.
I have tried an older driver.
I have removed and reseated the gpu.
I have tried a fresh install of windows.
 
  
 
Here is all the error codes, temperatures and sensor info
 
Not sure what else to try so any ideas would be more than welcome!

    If everything is saying that the video card is bad, I suspect that the video card is bad.

    I just thought it might be a solvable issue as opposed to an rma and was looking for anything to try before that.

    Did you test the GPU before installing the waterblock?  Is it an EK block?
     
    30C sounds kinda high for (idle?) on a block.

    EVGA RTX 3xxx GPU's are failing at an very high rate due to the cheaper manufacturer process they are now using. Especially for the FTW models.

    Both codes point towards a video driver error. More or less it could the video card failing. You could go back to the stock cooler also to see if the problem persists. The links below show both error problems.

    I tested to see if it booted but that was it, so don't know if it would have done this right away or not. It is an Optimus absolute ftw block not eK
    It's a loop with 2 x 240mm rads and is cooling the gpu and a 5950x so 30 seemed reasonable to me and was consistent it never jumped any higher even momentarily.

    That is my current plan just removed it from the loop and am switching out the block for the stock cooler again and then plan to try it in the new system and my older system just to rule out the riser cable (antec striker case can't fit it in without riser cable) I'll update with the results.

    You didn't say anything about a riser cable. Riser cables are always suspect. Hopefully it is that simple.

    Yea that is looking like the likely culprit. I put the stock cooler back on and had the same issues. Then I put it in my known working system and it worked perfect. unfortunately there is not room in my new case (antec striker) to put the card straight into the board without using the riser cable so I will order a new cable and see if that solves my issue!
