It seems to be DOA.
Here is my story
Windows 10 will not even detect it in Device Manager.  Even under "bios" I cannot get it to output any video signals (Both HDMI and display port).
I have placed the card into the same PCI-E slot as my 980Ti with the same power cables setup.  I can see the fan spin and the light turn on, but again no video signal output at all.  Currently I am getting Video  out through my MB built-in HDMI and has been doing trouble shooting for past 6+ hours.
So far I have tried the following without success:
1. Tried to uninstalled previous driver then installed official driver from EVGA site, which results in "This graphics driver could not find compatible graphic hardware"
2. Tried different power cable and pin and configurations with no improvement
3. Tried a different PIC-E slot with no improvement
4. Tried both HDMI and multiple Display port out with no improvement
5. Tried two different monitors with no improvement
6. Tried safe boot in windows 10 with no improvement

Now I am going to be back in waiting for RMA again...

My MB is pretty old and the latest BIO was from 2013.  I will try tonight and see what happens

I had an issue pretty similar awhile back I installed GeForce Experience  and it seemed to have solved the issue. I then promptly uninstalled geforce experience I don't like bloatware and can install updates myself. Not sure why the font changed? This isn't the first time  I've had to deal with this, on two other occasions this has happened when uninstalling drivers in safe mode. Which makes me a little Leary of certain procedures. GL Gat

You may want to include your system specs too.  Some boards have options for changing how hardware is used which could cause this behavior.  Won't know without know what board is in your build.

Taking the card to your local computer repair shop is always an option.

I have updated by BIOS and retired everything still nothing.
Did I get a lemon or what's going on? Any suggestion?

Go to a local pc shop, like suggested above, and see if they will let you test the card.

Could be possible, anything that's mass produced will certainly have a dud. To know for sure, the card would need to be tested in another system if any way possible. Like stated before, maybe a computer repair shop?!?

EVGA is making things easier for me by doing a RMA. It's been a roller coaster ride. But EVGA definitely has amazing service which will definitely keep me a customer for a long time to come.

If can't a signal from either HDMI or Display Port, it's DoA. A driver isn't needed to get a signal, and if you were able to get a signal from your 980Ti, the problem isn't on your end. Unless you broke something, that is.

Again, what motherboard do you have?  It's possible it's a compatibility issue.

    CPU: i7 5820k
GPU: 970 SC (soon to be 1080 ACX)
    Displays: BenQ W7000, HTC Vive
    Storage: 2x 1TB SSD's, 2x 300GB Velociraptors and a 3TB 7200 RPM drive (no RAID)
    RAM: 32GB

According to PCpartpicker it supposed to be compatible. I would expect some warning or error message but the card acted as if it's not even there. Only fan and light no signal no error message from MB or device error in Win 10.
I suspect it was DOA when I couldn't even get any signal out of it.

    Hello OJS48,

Before you proceed with a RMA I would like to know what model your motherboard is. We here have yet to know the make and model is it may be possible that your motherboard does not support the new Geforce 10xx series in its current state. If you have not done so I would strongly recommend contacting the motherboard manufacturer to confirm support for the new series. Please keep in mind that sites such as PCPartpicker would not be able to confirm compatibility as it is only a data base of products to assist with gathering parts together and pricing.

It's Gigabyte GA-Z68XP-UD3. They have discontinued support for the MB so I don't know if they will response to my inquiry. It had no problem handling 980Ti.
A simple google search is not yielding anything.
Either way RMA is already in progress.

Please keep in mind that a gtx 980ti is based on the Maxwell architecture while the new 10xx series are Pascal which are different. The z68 platform was introduced in 2011 so there may be a possible change of support issues. Hopefully the replacement card will work, though if you still have the same issues with the replacement then it may likely be lack of support for the new series on your motherboard. Please keep us updated with your results.

So one user reported the following system in http://www.userbenchmark.com
    UserBenchmarks: Game 109%, Desk 85%, Work 58%
    CPU: Intel Core i5-2500K - 91.2%
    GPU: Nvidia GTX 1070 - 136.6%
    SSD: Samsung 850 Evo 500GB - 83.1%
    HDD: WD WD2002FYPS-01U1B0 2TB - 45.9%
    RAM: Unknown 4x4GB - 61.4%
    MBD: Gigabyte GA-Z68XP-UD3

Seems to work with GTX 1070
So am I safe to assume my MB should be compatible with the 1080 then?

Just a quick update, the MB is indeed not compatible with 1080FE.   Gigabyte was not helpful on this, but since both cards are displaying the same issue, I am sure that's the case.  I am going to be building a new computer for the new card after all.
I must give credit to the EVGA support team, they are excellent

OJS48, Keep us updated as you go through everything. If you can get to a local PC store, they may be able to test the card for you in one of their newer machines. I had 2 of my 780ti's tested for $10usd because I had to ship them to Okinawa from Florida and the shop was very helpful in testing them.
