I know it's a bit early to ask since most people haven't had to chance to receive/buy a 3050 yet but would this card be better than a 1660 super for encoding? The youtube videos that compare the two cards only show gaming benchmarks. I would love to upgrade to a 30 series for DLSS but I also encoding/stream and there appears to be little information on that part.

PCIe 4.0 may help over PCIe 3.0 in streaming, if your motherboard has it. I wouldn't fall for the marketing pitch, the engineers didn't write that. It's all about NVENC chip generation. The 7th generation is the latest which is also on GTX 1660. If you want to be sure, look at the apps that leverage NVENC, like OBS. They recommend the Chip Generation, not the video card model. And lastly, according to NVIDIA themselves: One thing that is great about NVENC on the GeForce RTX 20 and 30-series and GeForce GTX 1650 Super and up is that all GPUs have the same NVENC with the same performance and quality, from the RTX 2060 to the RTX 3090.

Last week’s registrants will have a better timestamp, but the biggest priority factors are whether you have previously purchased a 30 series from the queue and your EVGA Score.

Don't forget FSR is supported on the 1660 Super (as well as other older cards).

EVGA has not provided detail as to when they choose the notify order for each queue line in 3.0. We should assume that it is a rolling list of entrants, so the current group signing up should be given the same opportunity as last week's group. I imagine that a snapshot is taken at the time they pull names for the drop (whenever that happens this week), and that the list is constantly evolving as people sign up, buy their first 30 series, spend their Top300 fast-pass, or the scores get updated each month.

With the notify queue still open after so many days and given the huge interest on a budget card, one may assume the queue is already full with requests for the next year or until 4050 comes to market. EVGA is probably keeping it open only to capture more EVGAScore>0 requests.

Much like most of the SKUS subject to Queue 1.0 & Queue 2.1 were kept open for essentially 10 months straight (the KPEs, Hybrids and Hydro Coppers being the exceptions), I would expect the 3050 queues...once opened beyond more than just for testing...will stay open for the foreseeable near term.

If there is a tie in your tier, then the DTG is used as a tiebreaker.

Then you are in a tier with others of similar scores. EVGA is supposedly allocating GPUs to each tier and there have been several self-reported notifies on the forums of GPUs being obtained with 0 scores.

Timeframe should not be relevant. Queue 3.0 will depend upon your score, whether or not you purchased a 30 Series from EVGA already, if you are Top300 with a fastpass, and then your notify time will matter... and only to break a tie of all other differentiators.
