Maybe it has something to do with windows fast startup... 
 
Make sure it's disabled.

Recently switched to a DP connected display as my main, and had this issue. Switching to Ultra Fast Boot solved it (in ASRock UEFI.) Make sure you know how to restart Windows to the UEFI before you turn on Ultra Fast Boot.

I just read that disabling CSM in UEFI will allow the UEFI to check your hard drive's Windows installation for which monitor is primary.  I disabled CSM on my Gigabyte Z370 board and it finally displays to my primary screen!  Thanks internets!

I had the same issue with the boot screen.  My solution was to go into the NVIDIA Control Panel > Display > Set Up Multiple Displays.  I changed the primary there.  This was different from the windows setting of setting the primary.  On reboot the correct screen was used on boot-up.
