I am using MSI Afterburner to do overclocking and I want to do overclocking as much as possible. how much must I go up the memory clock and core clock?

Every card overclocks differently. What works for someone else may not work for you. You can find your max stable clocks by doing the following...

#1 Increase the core clock in +13 MHz increments. Test each +13 MHz increase by running nier automata for 10 minutes on each increase. If you crash/start to see artifacts back off the core clock  -13 until stable. Note max core clock for later. Reset core to default settings.
#2 Increase memory clock in +100 MHz increments. Test each +100 MHz increase by running nier automata for 10 minutes on each increase. If you crash/start to see artifacts back off the memory clock -50 until stable. Leave max memory clock.
#3 Apply max core & memory clock together. Run nier automata for 10 minutes. If no crash/artifacts occur you're good to go. If you crash/artifact back off the memory -50 until stable.

Depending on what you're trying to achieve overclocking may not be the end all be all for you. If you're just trying to squeeze a few more frames out it will work, but if the game is barely playable overclocking will not solve it. You will either have to upgrade your card or downgrade you settings in game

the game runs to 30 to 49 fps. Im doing overcloking cause the minimum requirements for the game is nvidia gtx 770.

The OC Scanner built within PrecisionXOC might also be a useful feature to help with overclocking. That feature can scan your graphics card and apply an overclock at each of the different power states of your graphics card. It allows you to do a more fine-tuning of your overclock if you start running into crashing after applying an omnibus clock offset. I wouldn't expect it to pull off miracles but it is a useful tool to help squeeze out as much performance you can get out of your card. Also, try to keep in mind that the minimum requirements of a game are not always the end-all, be-all for being able to play a game. It might be worth it to sacrifice a few frames and play at a stable clock speed rather than risk crashing in the middle of an important battle.

I agree 100% with Gomez. Overclocking typically will only gain you 5-10FPS if you're lucky. But in terms of overclocking, Sajins overclocking advice is as beautiful as it gets & it won't hurt to try. The GTX 760(and similar performing cards) has really started showing end of life with new games coming out for 1080p gaming, you might see if you can pick up something like a GTX 970 used, then sell the 760 to recover some of the costs.
