My PC is rusting due to the humidity and salt air and disuse (read: sitting) for the past couple years, so I want to replace the IO shield on my GPU. Does anyone know where you can buy a replacement IO Shield?

I guess I could try just cleaning it. Not sure how, corrosion is pretty embedded in that plate.

Looking for a used card @ auction site or other secondhand outlet is your only choice / EVGA does not "sell parts"

If the chrome IO shield is that corroded; I'm not confident the GPU would work/ or last long if it does work.

At a minimum you might want to disassemble the card & clean it (compressed air & 90% isopropyl alcohol) if you see any issues on the pcb, replacing thermal pads & thermal compound (TIM)
