Can Not Update VBIOS

Hello Guys,
 
I have reached the end of my sanity trying to get this to work, and for these GPUs to be so expensive you would think
things would be a little easier to stay up to date. So, I am trying to enable Resizable Bar on my GPU and I have been having no luck at all. 
I will list the steps I have taken so far to eliminate that.
 
1. I have updated to the latest version of PX1
2. I have updated to the latest Nvidia Drivers. 
3. I have updated to the newest firmware for my motherboard. 
4. I have enabled settings in my BIOS 4G Decoding: Enabled  Re-Size-BAR Support: Auto SR-IOV Support Enabled
 
My motherboard is the Asus ROG Crosshair VIII Hero GPU is the EVGA 3090 FTW3
 
When I go into precision X1 Is won't let me update my VBIOS it keeps giving me an error and there is also an error 
on my motherboard for some reasons. I will provide photos. I have tried everything I can think of and I just can't get it to work.
Inside of Nvidia Geforce Experience it shows Resizable Bar isn't enabled.... IDK what else to even do...
 
How can I update the VBIOS on my card? I can't even figure out what the latest VBIOS is, which in itself is absolutely
ridiculous. Can I do it without PX1? IDK what else to even do at this point. 
 
Error given when I try to update VBIOS is "Resizable BAR cannot connect to server"

    Download the above .rom, and then download the latest nvflash. After that simply drag and drop the .rom file onto the nvflash.exe to flash the card.

    Resizable BAR is an optional PCI Express interface technology. 
     
    It can enable the CPU to access the entire frame buffer of the GPU.
     
    Performance increase is not guaranteed, in fact sometimes just the opposite happens

    Hey, so you need to find the lastest vbios from techpower up that has re-bar built in. 
     
    I wrote this up a little while ago on how to use NVflash for noobs basically. Had to refer to it because I forgot too lol

    To make it easier on someone who needs it---
    1. place the nvflash.exe (or nvflash64.exe, doesn't matter) in C:\, place the 123whateverromname.rom in there too. 
    2. go to device manager and disable the gpu [Display drivers -> Nvidia RTX 30XX]
    3. open command prompt (CMD in search bar)
    3a. Do not enter the quotations, just what is contained in them
    4. Type "cd/", hit enter
    5. Type "dir", hit enter, confirm nvflash and the rom is found in there
    6. Type "nvflash 123whateverromname.rom", hit enter 
    7. Press Y to start the process of flashing
    8. When finished, the flashing program will disappear and you will be at the CMD screen again, you may exit this
    9. re-enable the gpu in device manager 
     
    Hope this helps my friend. 

    Also confirm in the asus bios, along the top row youll find the fan and such, down to the left is re-bar, please ensure that is not disabled and left on auto/default/enabled.

    After this you should be good to go.
