My X299 mb won't boot up

I have checked the PSU and it's ok. All I get on the MB is the green on button slowly flashes but nothing else. I have removed the Video card, memory chips and sata connections but still nothing. Any suggestions please.

    i had a  problem like this and fixed it by removing the wifi card and cleaning it with an eraser and and put all together and the pc started normally (that is if you are using a wifi card) maybe its the ram that needs cleaning.
