    If you run a benchmark does it also happen ?
     
    Temps: CPU, GPU & room
     
    Nvidia driver your using ?
     
    OS has all updates ?   Did this start after a Win update ?

    Basic troubleshooting steps. Windows clean boot, clean driver install, debug mode, etc.
     
    Try debug mode
     
    Web browser ... your playing online games ?   Chrome, Firefox .... ?

    Sounds like a power issue. Make/model/age of psu? Does your 2070 require two pci-e power connectors? If yes, are you powering the card with a single pci-e cable that splits into two 8-pins, or are you powering the card with two separate pci-e power cables like you should be doing?

    GTX 650W. I think it has been used for 4-5 years.
    I am using two separate pci-e power cables


    Might be time for a new psu. Try a new psu, or try the card in another known good working pc if you think your psu isn't the problem.
