What are you using to see this and what is it boosting to?

Run the card hot and it will under clock. Slow the fan.

You can't disable gpu boost 3.0. You can however underclock the card down to 1860 MHz using msi afterburner.

What are you using to see this and what is it boosting to?

I have an EVGA 1080 FTW and it boost's at almost 2000mhz goe's to 1972 around there, I hate it because my gpu gets loud, and temp goe's to 70c

Probably the easiest and most consistent way is to reduce the power limit using MSI Afterburner or Precision. You can reduce it up to 50% if you like.  As 70C is also well within the normal operating temp, you may also consider making a fan profile that lets the GPU run hotter, say between 75C and 80C which is perfectly fine and should reduce the noise. Case air flow is also something to consider.

If you hate your card being loud, than you should have opted for a water cooled solution, instead of air.  It's a known fact that air cooled cards are loud.  What were you expecting, for your card to be dead silent?  You can always get a better case, like one of the Define series from Fractal, which are loaded with sound deadening material.  Regardless, any card you get will run hot when it is pushed, that's the nature of the game.  How it deals with all that heat and noise, depends on how good your case airflow is.

My air cooled card is quieter than the SC2 Hybrid cooling solution :)
 
Install XoC and use the GPU Boost 3.0 function to limit the voltage and clocks that GPU Boost is allowed to ramp up to. JayTwoCents did a good Boost 3.0 guide on YouTube. Simply using the sliders isn't going to achieve what you really want. You can usually pull about 0.15-0.2mv which will drop quite a bit of power and hence temperature and noise while retaining 2Ghz even.
