Get a kill-a-watt from Amazon for cheap to test your outlet.. Will monitor voltage/wattage and a crap load of other stuff. Just plugging it in the outlet with nothing connected will let you know what voltage the outlet is receiving. 220 volts is what you want to see. If it's really high like 226 volts there could be a problem.. if it's runing really low like 210 volts there a problem. Which could happen durring peak hours or something else running in the house at the same time that's draining the voltage.
So basicly it's cheap and can show you what's up.. plus it's neat and when you plug your psu into it, it will show you exactly the wattage your pc is using.. which is nice when your run ing benchmarks as the wattage can get up there on load.
Depends on where he lives, if I saw 220V on mine I would be freaking out - standard wall voltage here in the USA is 110-120. If dropping under 109v then there is an issue as well.
Haha sorry I ment 120v. Been at it cleaning the house all freaking day and yesterday for the party tomorrow.
