Wow opened up the computer just now and noticed a huge problem that could have just solved this. One of the power cords wasnt plugged in all the way. I pushed it in, heard the click and hopefully its fixed.

 
I hate those critical errors between the chair and the PC ..Hopefully that fixed it.

I installed my 2070 Super and nothing (including PSU) was getting any power, immediately thought I'd fried everything somehow. Sat there for a few minutes thinking about how much of a pain it would be to troubleshoot it all before realizing I'd turned the power strip off when plugging/unplugging the computer.

and yep that seems to have fixed it, running perfectly fine now, thanks for the help. So power was the real issue here, the cord was barely plugged in there.
